PRINCETON CONSERVATION COMMISSION
MINUTES FOR MEETING
June 21, 2011

PRESENT:  
Paul Richards, Holly Palmgren, Ron Thompson, David Getman, Tom Lynch, John Vieira and Kale Kalloch and Doug Williams from the PCC were in attendance.

MEETING:
Holly Palmgren called the meeting to order at 7:04 pm.

The minutes for the May 17, 2011 meeting were read and accepted as written.

NEW BUSINESS:

A NOI was received from Doug Andrysick Land Surveying for the Town of Princeton, Open Space Committee for a 50 foot pedestrian bridge over the East Branch of the Ware River off Old Colony Road, Princeton.  DEP File No. 267-352.   This will be a Community Involvement Project and should take between 4 – 6 weekends to complete the work.  Additional information needs to be submitted to PCC:  A letter showing that the River Front Standards are to be complied with; a Storm Water Standards check list; a statement that all work is in the buffer one; a NOI mailed to Natural Heritage and flood elevations.  It is on an abandoned Town Road.  Doug Andrysick asked that the project be continued to the July 19, 2011 meeting.
Al Futterman, Land Program Director from the Nashua River Watershed Association attended the PCC Meeting to discuss updates to the Grant on Forest Legacy Program as well as the PCC letter of commitment.  Mr. Futterman discussed the connection to the Merrell Kessler Track and Boylston Park owned by the Park and Recreation Dept.  He would like to see them go into the Forest Legacy Program as well as the Krashes Property.
A site visit took place at 53 Worcester Road, Princeton on June 20, 2011 with a perspective buyer who had concerns regarding putting an addition on to the barn on the side toward the pasture as well as the possibility of having goats and sheep at this location.  PCC informed him that the area needed flagging and that animals need to be 100 feet from the resource area.
OLD BUSINESS:
PCC received a letter dated April 28, 2011 from Bourgeois, Dresser, White & McGourthy, LLP regarding granting a conservation restriction to the Princeton Land Trust from Bancroft Poor.  A site visit took place on June 13, 2011 with Ron Thompson, John Vieira, Holly Palmgren, and Paul Richards at the field with the bird houses on it.  PCC voted to sign the Municipal Certification.
Updated Maps for the P&W Right of Way were received with a letter dated May 23, 2011, containing changes made during the May 6, 2011 site visit with PCC.
A continuation of an Abbreviated Notice of Resource Area Delineation was requested by Andrysick Land Surveying for Robert Porter/K&R Revocable Trust for Map 3 Parcel 8 on Westminster Road, Princeton, MA, for wetland delineation of a vacant lot.  Applicant requested to be continued to the July 19, 2011 meeting.

OTHER BUSINESS:

A couple of complaints were received regard the Nichols Property on Calamint Hill So. A meeting was arranged with the abutting property owner on June 15th.  On June 20, 2011 David Getman PCC, took a look at the Nichols property and a patio and deck were being added to the house, Nichols property maps were referenced with the location of the house and recent work was done outside the buffer zone and resource area.

Tom Lynch to present the PCC with an update on the Wachusett Mountain Road Project.
Tom Lynch reported that this project has not been sending in weekly inspection reports to the PCC.

Kale Kalloch-Getman associated member needs to be reappointed with the Selectmen.
Doug Williams said at the meeting that he would no longer be an associated member.

Wachusett Mountain Association – Ski Area – have had drainage problems and referenced the RDA in accordance to Area 13 from a filing in June 2010.  Also PCC received 3 DEP File No.’s for the Ski Area and have no knowledge of what they are for.
David Getman will look into this.

PCC requested that US Geological Maps be order for Sterling and Fitchburg Areas.  The Map Center phone # is 1-888-568-6277.  Map Center newest maps are 1988.

FOREST CUTTING PLANS:

An annomous call regarding a Forest Cutting on the Smith Property on Calamint Hill North.  No Forest Cutting plan has been filed; David Getman will call the Regional Office and get some information on this project.
