FY13 Capital Improvement Planning Committee

Meeting called to order at 5:35 pm in the Town Hall Annex. Committee members present: John Shipman, George Handy, and Stan Moss.
This was a joint meeting with the Board of Selectmen and Advisory Board to hear capital requests from the Princeton Police and Fire Chiefs.

Police Chief Michelle Powers submitted an $18,016.55 request for replacing the 15 year old police radio repeater at the summit of Mt. Wachusett. Installation would be covered under the Police expense budget, and performed by the technician who regularly services PPD radios. Chief Powers to research and communicate questions regarding warrant on the new repeater.

Fire Chief Dave Cobb submitted 5 requests , in order of importance to PFD.
$17,500 for 10 sets (jacket and pants) of firefighter turnout gear. This is part two of a two year replacement plan to replace gear no longer compliant with national standards.
$45,000 (estimate) request to rebuild the 1,500 gpm pump on Engine 5. The pump is officially tested each year, and the testing company has stated the pump is unlikely to be certified again, or might fail during imminent use. Engine 5 is 20 years old and critical equipment for getting water to Princeton fires. A new pump is estimated at $100,000, and time estimate for rebuilding the current pump is 4-5 weeks. Final rebuild cost would depend upon which pump components need replacement or rebuilding.
$35,280 for PFD Command Vehicle on Plymouth County bid, or $13,000 per year for 3 years lease-purchase. Ford Expedition with 8-10 year life expectancy to be equipped with all gear and materials such that it could respond to an emergency and enable the chief or senior officer assume immediate incident command. Command vehicle is recommended by Public Safety Committee. Possibly could be accommodated in FY13 operating budget (lease option), per Town Administrator John Lebeaux.
$25,000 for water hole construction and improvements. Proposal includes renting a large excavator, fuel, trucking, and operator costs for approximately 30 days to add 1 or 2 new water sources, and improve 3-4 existing water sources. Town employee (Capt. Ken Whitney) would oversee work and operate the excavator, at significant savings from hiring a private contractor at prevailing wages.
$10,000 for replacement of 4 current automatic defibulator units that are nearing end of (certified) life in 2014.2015. The department currently has 9 total units in PPD and PFD vehicles, which would be upgraded to current models. Probability to fund 2 units from the Wachusett fund, and possibility to fund remaining 2 units from PFD expense budget at year end. Chief Cobb has stated he may withdraw this CIP request.
