Meeting Minutes September 4, 2013  7:00pm  Town Hall, Princeton, MA

Meeting called to order at  7:04 PM.  Committee Members Present:

Discussion
  • John and Steve talked to Sterling Cable – community cable.   Not much they can do with us other than share infrastructure, suggested we talked to Comcast about service possibilities.  If we grant Comcast a franchise, they may extend Sterling service for IPTV to town.  Chris:  Issue may be who owns the network, needs to be closed network.
  • Bill talked to Charter about backhaul – they were intrigued, would “work up some proposals”, need a couple weeks.
  • Bill talked to Verizon about backhaul, blanket answer to all ideas was “no”.  Fiber line to town is a communications line, not data, also policy is not to lease fiber bandwidth to other users.  Not the first town to ask.
  • Verizon also mentioned MA is a “proving ground” for wireless technologies, may have expanded data service in the future, but details are TBD.
  • Discussion on dark fiber, potential to lease to American Tower or the companies they deal with for comm, (Light Tower, Zeo?).   Chris L. suggests we string plenty of extra fiber on main routes 140,62,31, for leasing possibilities.
  • Chris also noted if we lease to one customer, we have to provide same rate to any other customers.
  • John K. meeting with Ben Whittaker regarding network design tomorrow, will report next meeting.
  • Discussion on the differences between IFB, RFI, RFP.
  • Discussion on how to handle net connections to commercial/multi-occupant buildings. Chris L. indicated Leverett follows the model where a single taxpayer would get one ONT and would pay extra for additional.  A single strand of fiber and one ONT to each commercial/nonprofit/multi-tenant, additional lines cost extra.
  • MBI has a Google-maps based mapping tool that overlays design/GIS data, should talk to Jason W. about getting the tool.   It is free.
  • Steve: Does Callex have an MDU (mux/ multi-drop ONT) ? Chris L. says they do, but it needs to be specified in design.
  • White paper completed, being edited.  Will be completed in next few days.  Paper to be published on web site.
  • Discussion on single-page mailer from BBC with updates/facts, possible content from white paper.  Should we wait until pole survey is complete before mailing?
  • Discussion on potential mailing update with status in October, and possible poster/bill to post office / public spaces.
  • New Action Items
  • Collect dark fiber leasing details, create a provisional plan that describes potential income and sources and percentage of bond costs that might be paid, etc. (no owner yet, discuss at 9/18)
  • Report on meeting with Ben Whittaker / Phoenix Design  RE: network design (John)
  • Stan/John + Subcommittee to work on RFI (9/11).
  • John to talk to Jason W.  at MBI about mapping tool.
  • Decide on white paper content destinations, possible mailing in October, and/or posters in public places with update.
  • Rich/Phil to work on draft of postcard update for late sept/oct.
  • Stan to ask John L. about writing a letter to Kim Ferguson regarding IT bond bill / funding for project.
  • Stan to call Judy Dumont / MBI about helping us with press releases and contracts.
