Town of Princeton, Mass., Selectboard Meeting Minutes
– July 10, 2018 – 5:30 PM – Town Hall Annex
        Present:  Karen Cruise & Edith Morgan w/ TA Nina Nazarian. Richard Bisk was unable to attend.
Also in attendance were Advisory Committee members Wayne Adams, Judith Dino, George Handy, William Lawton, and Mary Jo Wojtusik. James O’Coin and Krista Penning were unable to attend.

Joint Meeting with the Advisory Committee, Year End Transfers – Edie opened the meeting in the Town Hall Annex. Nina asked the Selectboard and Advisory Committee to vote on several transfers, explaining that many of the transfers were a result of a timing issue between the finalization of the budget at the May 9, 2017 Annual Town Meeting and the completion of the Classification & Compensation Study and/or the finalization of the Police Union Collective Bargaining Agreement.

ACTION: On a motion by Karen, seconded by Edie, the board vote 2-0-0 to transfer from the Wage/Salary Reserve $5,423.42 to Administrative Assistants Salaries, $535.67 to Principal Assessor Salary, $140.20 to Life, Fringe, & Longevity, $2,738.35 to Parks & Recreation Salary, and $22,198 to Union Police Salaries.

The Advisory Committee took a similar vote and both boards signed the departmental transfers. Nina asked the Advisory Committee to vote 2 transfers from the reserve fund. The transfers included at total of $2,390.81 for the additional expenses of the June 25th Special Town Election, and $0.32 for the Regional Animal Control Expense. The Advisory Committee voted in favor and signed the transfers. George Handy suggested that there be a way for the Town Administrator to complete transfers up to $500, so that the Advisory Committee does not have to hold a meeting for matters that are small.

5:45 PM – The Boards discussed the question of next steps for the inter-related work of the Selectboard, Advisory Committee, and Town Administrator, especially as it relates to the formulation of the budget and how the groups should move forward. Two questions were asked by Advisory Committee members:

  • Should the AC be responsible for the formulation of the budget?
  • How do we leverage 7 members input year-round?
Nina explained that the subject of the Advisory Committee charge was on the list of topics being discussed by the Selectboard and that she would bring these two questions to the Selectboard for consideration.
