Executive Session Minutes – SELECTBOARD

Executive Session 8:01 PM – In the open meeting, the board voted to go into Executive Session. Selectboard members present were Richard B., Edith M. and Karen C. with T.A. Nina N.

Executive Session

Executive Session, in accordance with M.G.L. c. 30A, §21: Exemption Two – To conduct strategy sessions in preparation for negotiations with nonunion personnel or contract negotiations with nonunion personnel, Police and Fire Chiefs

Police Chief – Nina presented the Police Chief contract marked up with comments. The group went through each comment or change line by line. One particular area was discussed in greater detail than the others, relating to the Police Chief vehicle. Richy had previously commented on the document that the Police Chief vehicle was agreed by the Police Chief to be used by officers in her department with the goal to reduce the number of fleet and therefore reduce costs to the town. A sentence reading as follows was added to Section 6.A. to capture the intent of the previous discussions on the subject:

“When available and not needed by the CHIEF OF POLICE, the cruiser may be used for public safety purposes by other officers.”

ACTION: The Selectboard voted 3-0-0 in a roll call vote to renew the Police Chief contract as proposed through June 30, 2022 and sign the contract.

Fire Chief Nina reported that the Fire Chief has again requested a 3-year contract. The Board discussed the subject of the EMT certification which they would like to ensure that the Fire Chief obtain. After some discussion, it was agreed that the Board would offer a 2-year contract, which was essentially the equivalent of a 1 ½ year contract (through the end of Fiscal Year 2020), given that January was ½ way through Fiscal Year 2019 and require that the Fire Chief obtain EMT certification by the end of the contract (June 30, 2020). Nina will discuss with the Fire Chief and will plan to return to the board with a contract for execution.

8:34 PM Selectmen closed the executive session with Edith making a motion to adjourn, Karen seconded and in roll call vote they returned to open session with Richy, Edith and Karen each saying “aye.”
