Executive Session Minutes  -  BOARD OF SELECTMEN   

Executive Session
4:37 PM  Selectmen took roll call vote in regular session and opened executive session. Present were F.F. working Group members Deb Cary, Tom Sullivan and Charlie Wyman, who described the email he’d sent regarding Parcel D; specifically stating that they hoped to accommodate the BOS, but there has been significant work done to review the viability of limited development (cluster/OSRD) that would increase the tax base. Group wants to play out the cluster development to determine potential options. Edith noted that the town has a lot of needs, and it would make a big difference if there was another added bonus (included in the land preservation deal). Stan recalled residents’ comments asking, ‘what’s in it for (the town).’ The promise of municipal land would present a most successful proposal for town meeting. The concept of a ‘memorandum of understanding (MOU) was brought up. Selectmen could announce that the town has an MOU at Town Meeting.
        Stan asked about possibility of more than $3.1 million being raised and PLT would be happy to share/refund to the town. Jon F. suggested pursuing an “option to buy” instead of immediate purchase, for municipal land. There was further discussion about an MOU. Charlie is concerned that the project was presented with a cluster development and hesitates changing the original proposal.
5:15 PM   F.F. Working Group exited to deliberate.
5:30 PM   F.F. group returned. Tom S. suggested that two groups continue communication after the STM.
        The issue of public disclosure came up and Stan suggested a generic proposal stating that the selectmen are working with the F.F. group on acquiring some municipal land. Selectmen insisted that they need enough advance notice about any land deal to be able to prepare for annual town meeting and other planning initiatives. Tom S. suggested February 1 as the deadline for the F.F. group to provide a definitive answer or proposal for providing municipal land as part of the project.
        Selectmen agreed to publically announce that they have been in executive session to negotiate potential acquisition of a parcel of land suitable for various municipal uses for the future.
5:52 PM  Selectmen closed the executive session with Stan making a motion to adjourn, Jon seconded and in roll call vote they adjourned with Jon, Edith and Stan each saying “aye.” They continued in regular session.
