BOARD OF SELECTMEN
Regular Meeting    April 29, 2013     Thomas Prince School
The meeting was called to order at 6:01 PM.  Present were Chairman Edith Morgan, Neil Sulmasy, Stan Moss and Town Administrator John Lebeaux.  

Scheduled Meetings and Hearings
Police Chief Michele Powers’s introduction of new, part-time officer
Chief Powers introduced William McGuiness to the Board. Mr. McGuiness is currently a part-time Dispatcher for the Town. He is a First Responder with CPR training. Chief Powers requested the Board appoint Mr. McGuiness as a Part-time Patrol Officer effective immediately so he could begin his training. On a motion by Stan, seconded by Neil, the Board voted 3-0 to appoint William McGuiness as a Part-time Patrol Officer effective immediately with a term to expire June 30, 2016.
The Board welcomed Officer McGuiness and wished him well.

Old Business
ATM Warrant and Budget Review
The Board briefly discussed the Warrant and Budget following the just concluded Advisory Board meeting but took no actions. The Board discussed having a strategic planning session with the Advisory Board in the fall.

Police Chief Contract
On a motion by Stan, seconded by Neil, the Board voted 3-0 to sign the Contract between the Town and Police Chief Michele Powers for the period beginning July 1, 2013 through June 30, 2016

Thomas Prince School Playground Article at Town Meeting
Neil reported that Parks & Recreation Director Sue Shanahan is seeking additional quotes. The question of whether the Town or School District would be responsible for maintenance was raised. Principal Mary Cringan will discuss with the District.
        Funding schemes were discussed assuming a $60,000 cost of materials and $30,000 for removal and disposal of existing equipment, installation of new equipment, site work, and cost of surfacing material, likely to be engineered wood chips.
        The Board discussed a plan of $50,000 from warrant article, $10,000 from Parks and Recreation Revolving Fund (pending 5/6 P&R Committee vote), $10,000 from Grounds Maintenance account and $20,000 from school PTA (pending 5/3 vote).
        John was still looking for funding source for the article (free cash, excess appropriation in an FY 13 budget line item, tax rate). Stan estimated tax rate impact of entire $50,000 on tax rate at $27.38 to average residential taxpayer.

New Business
On a motion by Stan, seconded by Neil, the Board voted 3-0 to appoint Cynthia Shea, 11 Sam Cobb Lane as an Election Officer. Term is to end 6/30/13. Request was made by Town Clerk to adequately staff April 30 combined Town and State Primary Elections.

The Board voted 3-0 to adjourn at 6:45 PM.
