BOARD OF SELECTMEN
June 4, 2012
The meeting was called to order at 5:00 PM in the Annex. Present were Chairman Edith Morgan, Stan Moss, Neil Sulmasy and Town Administrator John Lebeaux.
FY12 Warrant #25
The Board reviewed and signed the payroll and vendor warrants from the Treasurer and Accountant.
Minutes
Regular Meeting- Stan moved to accept the minutes of May 21, 2012. Neil seconded. All in favor (3-0).
Scheduled Meetings & Hearings
Public Hearing – Shade Tree Removal
Edie opened the hearing opened at 5:31 pm.
Tree Warden Joe Lee was present and said that he believes all the trees posted are reasonable requests and is in favor of removal.
Terry Thompson asked about a large tree on the corner of Sharon Dr. which obstructs sight line. Joe Lee will discuss with Glen Lyons. There were no comments from the public. Stan noted a site walk was held and the only resident in attendance was in favor of removal.
Stan moved to approve removal of trees as listed in the Tree Warden’s Notice of Public Hearing dated May 21, 2012, for a total of fifteen trees located on Coal Kiln, Sterling, Thompson, Worcester and Ball Hill Road. Neil seconded. All in favor (3-0).
The hearing adjourned at 5:39 pm.
Council on Aging (COA)
Judy Denittis, Jane Fife, Priscilla Genest, Beverly Kohlstrom, Beverly Lind, Nancy Wheeler, and Director of the COA Gaile Rollins were present for the discussion. Edie thanked members of the committee for attending and said the board wants to draw attention to the people who serve the town in various ways.
Gaile Rollins mentioned that the COA receives various requests for information and provides referrals and solutions for seniors. Current activities and future ideas include:
- Monthly breakfasts and lunches
- Purchase a computer and Wii game
- Meals on wheels- currently provided as a frozen meal. Edie suggests food be delivered heated to be eaten at time of delivery
- Space needs – would like to have a room set up to use as needed or on a drop in basis, currently must be set it up each time
- Develop a program to help seniors stay at home and avoid going to a nursing home or assisted living
- Talk with Wachusett House about coordinating activities
- Emergency preparedness plan mandated by the state - Edie said the process is being worked on & asked if the COA will get direction from the Fire Chief on how to assist; she suggests going to the homes of seniors to evaluate their situation
Edie asked the committee to report back to board in six weeks.
Princeton Center Management Committee
Louise Dix, Thomjon Borges,Terry Thompson and Jon Fudeman were present for the discussion. Louise reported that the building pays for itself through studio rentals; the town provides for maintenance. Jon Fudeman noted the maintenance needs are ongoing with the age of the building. Currently the handicap ramp needs to be sanded and stained with a special grit added for safety. Gaile provided a spreadsheet detailing rental income and expenses. The board thanked the committee for their service.
Old Business
Thomas Prince School Green Repair Project
John reported:
- A meeting was held last week. The roof is substantially complete; Architect’s recommendation on louvers is expected next week. Cost of skylights is not in the original scope and MSBA may want it within the project, waiting for a definitive answer.
- Windows can be installed after June 20th.
- All three boilers are operational. The MSBA agent will observe operation tomorrow.
Thomas Prince School PCB Project
Reports are being drafted. Louvers that need to be changed may contain PCB’s, therefore will need to be disposed of properly.
Board and Committee Vacancies
Edie reported that the board Instructed John to look at stipend positions to determine if any can be worked into the employee base.
Board and committee members with terms about to expire will be asked if they’re interested in continuing.
New Business
Appoint ZBA Alternate
Stan moved to appoint Christopher Walton as alternate member to the Zoning Board of Appeals for a term effective immediately through June 30, 2103. Neil seconded. All in favor (3-0).
Appoint Temporary Animal Control Officers
Stan moved to appoint Shirley and Steven Rievens as temporary animal control officers for a term from July 9-15 and August 20-26, 2012 Neil seconded. All in favor (3-0).
Letter from Tax Collector
Stan read a resignation letter from Bonnie Schmohl dated May 30, 2012. After 25 ½ years of service to the town, she will officially retire on July 31, 2012. Edie noted that Bonnie has done a great job for the town and is thankful for her cheerful years of service. Stan said she will be greatly missed. John commented that he has enjoyed working with Bonnie and is impressed with her people skills and grateful for all she has done to help him.
A new Tax Collector is needed effective July 1, 2012. The Auditor recommends the Collector and Treasurer be consolidated into one position. John said both he and Bonnie recommend Treasurer Jim Dunbar.
Stan moved that the board appoint James Dunbar as Tax Collector effective July 1, 2012 with a term to expire on June 30, 2013. Neil seconded. All in favor (3-0).
Stan moved that the board appoint Bonnie Schmohl as Assistant Tax Collector for a term from July 1 through July 31, 2012.
Cemetery Deed
John reported this deed formalizes an agreement between the Glockner family and the Cemetery Commission. In 2007 the family met with the Commission and an accommodation was made that was recorded in the minutes, but not in the deed.
Stan moved to sell to Frances Glockner and her heirs a three (3) body lot in Woodlawn Cemetery known as lot 43B. Neil seconded. All in favor (3-0).
Other Business
John will look into increasing fees collected by various departments.
Edie attended a the new rail trail tunnel ceremony on route 56 in Rutland and a ribbon cutting ceremony for the Gates Rd foot bridge on Saturday.
