BOARD OF SELECTMEN
May 21, 2012
The meeting was called to order at 5:00 PM in the Annex.  Present were Chairman Edith Morgan, Stan Moss, Neil Sulmasy and Town Administrator John Lebeaux.  

The board welcomed new member Neil Sulmasy

FY12 Warrant #24
Reviewed and signed the payroll and vendor warrants from the Treasurer and Accountant.

Minutes
Regular Meeting- Stan moved to accept the minutes of May 7, 2012. Neil seconded. (3-0)
Special Meeting- Stan moved to accept the minutes of May 15, 2012. Neil seconded. (3-0)
Executive Session – Stan moved to release the Executive Session minutes of January 30; March 26; and April 9, 2012. Neil Seconded. All in favor (3-0).

Old Business
Thomas Prince School Green Repair Project
John reported
  • Roof work is substantially complete. Remainder will be done when windows are installed. Louvers and skylights were the cause of some of the leaks and are being investigated for repair and/or replacement. There is no way to know in advance whether MSBA will reimburse this portion since it was out of the scope of the roof work; therefore repairs need to be made and  paperwork submitted to determine reimbursement eligibility.
  • All three boilers are in place; two are operational. The third will be soon.
  • Windows will ship the week of June 11 and be installed at that time.
  • The third MSBA reimbursement of $17,133 is pending.
Thomas Prince School PCB Project
John met with the contractor and consultant and confirmed that the District will be able to perform maintenance work in classrooms to prepare for the 2012-2013 school year.
A deed restriction is now required on the building due to the PCB issue. Town Counsel will draft a report and record at the Registry of Deeds.

New Business
Request for Waiver of Inspection Fees
John reported that Bob Hume of R. Hume Construction has been contracted to install a handicap accessible bathroom and bedroom for Marine CPL Evan Reichenthal who was wounded in Afghanistan.   Mr. Hume asked if the town would be willing to waive inspection fees associated with the project.  
Stan moved to waive all inspection fees associated with the handicap accessible project at 34 Ball Hill Rd. Neil seconded. (3-0)

Cemetery Deed
Stan moved to sell to Wallace F. Whitney, Jr. and Robin D. Whitney of 43 Brooks Station Rd., (1) one cremation lot in Woodlawn Cemetery Main, known as Lot 158, space a. Neil seconded. All in favor (3-0)
BOS Meeting Agenda Items for FY13
Edie noted there are many committees in town she would like to learn more about and suggests inviting a different group to meet with the board throughout the summer. Stan and Neil agreed. The board agreed to begin with the Council on Aging and Princeton Center Committee.  Many people are unaware of the services they provide.  John will invite both to the next meeting.

Award Greene and Mirick Rd Tree Removal Project
Stan moved to award the Green Rd tree removal project to Favreau Forestry in the amount of $23,898 as the low bidder. Neil seconded. All in favor (3-0).
Stan moved to award Mirick Rd tree removal project to Cook Co., in the amount of $7,490 as the low bidder. Neil seconded. All in favor (3-0).

Award Hubbardston Rd Repaving Project
Stan moved to award the Hubbardston Rd repaving project to Mass. Brocken Stone in the amount of $535,982.75, as the low bidder. Neil seconded. All in favor (3-0).

Announce Board and Committee Vacancies
The boards reviewed a list of upcoming appointments for FY13.  The Advisory Board, ZBA alternate and Planning Board alternate to the CMRPC are now vacant due to the recent election.  The Cultural Council has a vacancy due to a limit of two terms per state law. Stan noted that John needs to be reappointed by June 30.
Stan moved to appoint John Lebeaux as the Town Administrator for a term beginning July 1, 2012 through June 30, 2015. Neil seconded. All in favor (3-0).

Other Business
John reported that the Senate Ways & Means revised budget provided additional local aid for cities and towns. The increase in school aid has resulted in a new total assessment of $51,038,683. Princeton’s portion amounts to $32,341.

The Tree Warden called for a tree hearing at 5:30 pm on June 4.  A site visit will take place on May 30. Stan moved to schedule a tree a hearing at 5:30 pm on June 4 pursuant to the Tree Warden’s posting.  Neil seconded. All in favor (3-0).

John mentioned that Sherry Horeanopoulos was extremely helpful and arranged for the Annual Town Meeting information to be presented on the screen. He will send a thank you letter.
