BOARD OF SELECTMEN
Regular Meeting
May 24, 2011
The meeting was called to order at 5:00 PM.  Present were Chairman Raymond Dennehy, Stan Moss, and Town Administrator John Lebeaux.  Edith Morgan was absent.

FY11 Warrant #24
The Board reviewed and signed the payroll and vendor warrants from the Treasurer and Accountant.

Minutes
March 14, 2011- Executive Session - Stan moved to accept the minutes not to be released at this time. Raymond seconded. All in favor (2-0).
April 11, 2011- Executive Session - Stan moved to accept the minutes not to be released at this time. Raymond seconded. All in favor (2-0).
April 25, 2011- Executive Session - Stan moved to accept the minutes not to be released at this time. Raymond seconded. All in favor (2-0).
May 9, 2011- Executive Session - Stan moved to accept the minutes not to be released at this time. Raymond seconded. All in favor (2-0).
May 9, 2011- Regular Meeting Stan moved to accept the minutes. Raymond seconded. All in favor (2-0).
May 10, 2011-Special Meeting Stan moved to accept the minutes. Raymond seconded. All in favor (2-0).

Conservation Restriction to Princeton Land Trust by Bancroft Poor
Attorney George Dresser reported that he is representing Bancroft Poor, who is donating land to the Princeton Land Trust.  Attorney John Mirick, representing the Princeton Land Trust said the Trust is in favor of the gift and noted it is a great piece of land which will provide added protection as open space. The lot is 2.7 acres.
Stan moved that a majority of the Board of Selectmen of the Town of Princeton hereby certifies that at a meeting held on May 24, 2011, the Selectmen voted to approve the foregoing Conservation Restriction pursuant to MGL Chapter 184, Section 32. Raymond seconded. All in favor (2-0). Terri Longtine was present to notarize the document.  

Appoint Part-time Police Officer Paul Quinn
Paul Quinn was present. He informed that board that he is currently a captain with the Sheriffs Office and was previously a police officer in Princeton for twelve years.
Stan moved to appoint Paul Quinn, 6 Town Hall Dr, as part time police officer for the Town of Princeton. Raymond seconded. All in favor (2-0).

Process Appoint Temporary Animal Control Officer
Stan moved to appoint Shirley Riven, 56 Old Princeton Rd. as temporary Animal Control Officer for the Town of Princeton for the period of June 6-12 and August 8-14. Raymond seconded. All in favor (2-0).

Appointment for Full Time Fire Chief
John reported that the board has the appointing authority for a full time Fire chief and the Fire Chief has full authority to operate the department. The appointment is for three years or less. John recommends the board appoint a screening committee comprised of members of the Advisory Board, Personal Board, Public Safety Committee, Police Chief, Town Administrator, and Citizen at Large.  The goal is for the committee to screen the candidates and recommend the top candidates to the board. A committee will be appointed at the June 6 meeting.
Tim Kelly suggests someone from the Fire Department be involved in the process. The board agreed and will invite a representative from the department to attend meetings.

Building Maintenance
John is looking into preventative maintenance and is exploring roof work at Fire Station 2 and other repairs at Town Hall and the Public Safety Building.  There is approximately $90,000 in the budget.

Cemetery Deed
Stan moved that the Selectmen of the Town of Princeton, in consideration of $200.00 do bargain and sell to Cynthia L. Listovitch, 61 Bemis Rd, Hubbardston and her heirs one (1) cremation lot in Woodlawn Cemetery, Extension 1986 known as Lot 1B, space b. Raymond seconded. All in favor (2-0).

Public Safety Committee
Neil Sulmasy will schedule a meeting to discuss the Holden regionalization option.

Thomas Prince Middle School Enrollment Study Committee
Raymond signed a letter to Dr. Pandiscio to inform him that the town is not interested in participating in the Mountview School option.  

Thomas Prince School Green Repair Building Committee
The MSBA will meet on June 8 and the committee will meet after that date.

Underutilized Town Assets Study Committee
The committee will be invited to the June 6 meeting to discuss the charge.

Other Business
  • Due to a scheduling issue, the June 6 meeting will be moved to June 7 at 5 pm.
  • Cindy Shea contacted John about setting up a toll road during the Bike-a-Thon to benefit Hearts for Heat. John mentioned that Chief Powers does not have any concerns.  The board agreed to allow.
  • John reported an agreement was reached with the Dispatchers Union for a 3 year contract with a 2 % annual raise, in addition if health care changes to 75/25, they agree to the change. Stan moved to accept the contract with Princeton Dispatcher’s Union, Teamsters Local 170. Raymond seconded. All in favor (2-0).

Executive Session
At 6:14 pm Stan moved to enter into Executive Session pursuant to MGL Chapter 30, Section 21(2), to conduct strategy sessions in preparation for negotiations with non-union personnel, pursuant to MGL Chapter 30, Section 21(3), and not to reconvene into open session. Raymond seconded. All were in favor by roll call. Raymond, yes; Stan, yes.

Raymond advised that the Board will now enter into executive session for the purpose of discussing strategy in preparation for negotiations since an open meeting may have a detrimental effect on the litigating position of the Town and the Board will now also enter into executive session for the purpose of discussing strategy with respect to collective bargaining since an open meeting may have a detrimental effect on the bargaining position of the Town. The Board will not reconvene in open session.
