BOARD OF SELECTMEN
Regular Meeting
October 13, 2009
The meeting was called to order at 5:00 PM.  Present were Chairman Alan Sentkowski, Raymond Dennehy, Joe O’Brien and Town Administrator John Lebeaux.

FY10 Warrant #08
The Board reviewed and signed the payroll and vendor warrants from the Treasurer and Accountant.

Minutes
September 28, 2009 Regular Meeting – Joe moved to accept the minutes as amended. Raymond seconded. All in favor (3-0).

FY08 Ice Storm Update
John noted the final cost of the ice storm for the town and PMLD combined was $3,864,000. Everything has been submitted to FEMA. The loan is due on January 10, 2010. The loan amount to be rolled over will depend upon the state reimbursement amount.

FY10 Goals
The Board met last week to define the short and long term goals for FY10 which include:
  • Public Safety – the board will look at creative ways to deliver long term ambulance, dispatch, fire, and police improvements. An emergency management plan will be developed to address communication issues as experienced during the ice storm
  • Assessing – ensure the town is DOR compliant
  • Route 140 Safety Improvements – look at ways to improve leadership
  • Budget process – continue to improve the process and communicate with WRSD
  • Information Technology Planning – improve throughout the town
  • Town Common- determine a process for a long term plan
  • Selectmen’s Handbook – work on polices
  • Treasurer/Collector – look at the financial team for possible future changes
  • TPIC – work together on the master plan
  • Explore regional agreements & research consolidating with other communities
  • Review disposition of unproductive town assets
John will write a final draft of the goals for the next meeting.

FY11 Budget Calendar
The board reviewed the FY10 calendar dates. John will set dates for FY11 planning. The All Boards meeting will be scheduled on November 17.
A decision needs to be made regarding the mailing of the warrant. It will require a bylaw change and will save the town between $3,000.00 and $4,000.00. Alan will work with Lynne Grettum. The warrant can be mailed to those who request it and a hard copy will continue to be posted. It will also be posted on the web site.  John suggested a request for a warrant be incorporated into the annual census.

Appointments
Raymond moved to appoint the following people.
  • Arthur Allen, 13 Town Farm Rd to serve as Hazardous Waste Coordinator for a term to expire on June 30, 2010.  
  • Ann Neuberg, 2 Bigelow Rd to serve as Planning Board Alternate to the CMRPC for a term to expire on June 30, 2010
  • Gerry Gannelli, 12 Sharon Dr to serve as the Planning Board Alternate for a term to expire on June 30, 2010.
  • Beverly Lind, 294 Hubbardston Rd to serve on the Princeton Center Management Committee for a term to expire on June 30, 2010.
  • Karen Rossow, 122 Hobbs Rd to serve as a member of the Town Plan Implementation Committee for a term to expire on June 30, 2010.
  • Diane Knipe, 66 Rhodes Rd to serve on the Memorial Day Committee for a term to expire on June 30, 2010.
  • Howard Knipe, 66 Rhodes Rd to serve on the Memorial Day Committee for a term to expire on June 30, 2010.
  • Michelle Powers, 6 Town Hall Dr to serve as the Assistant Animal Control Officer for a term to expire on June 30, 2012.
  • Christian Gal, 44 Hubbardston Rd to serve as a member of the Cultural Council for a term to expire on June 30, 2012.
  • Karen Rossow, 122 Hobbs Rd to serve as a member of the Cultural Council for a term to expire on June 30, 2012.
  • John Lebeaux, 203 Walnut St, Shrewsbury as ADA Coordinator for a term to expire on June 30, 2013.
Joe seconded. All in favor (3-0).

WRSD Statement of Interest – TPS School Roof
Joe moved for the Board to support the Wachusett Regional School District’s submittal of a Statement of Interest in regards to the Thomas Prince School to the Massachusetts School Building Authority for replacement, renovation or modernization of school facility systems, such as roofs, windows, boilers, heating and ventilation systems, to increase energy conservation and decrease energy related costs in a school facility.  Raymond seconded. All in favor (3-0).

Friends of the Princeton Library – Candlelight Concert
John noted the Friends of the Princeton Library will hold a concert on December 6 at the Congregational Church.  There may be some overflow parking onto the Town Hall Drive.

Public Hearing - Tax Classification
The hearing opened at 6:07 pm.
Joe moved to reschedule the hearing to October 26, 2009 at 6:00 pm. Raymond seconded. All in favor (3-0).
Raymond moved to adjourn the hearing until October 26, 2009 at 6:00 pm. Alan seconded. All in favor (3-0).

Public Comment
There were no comments from the public.

The meeting was adjourned at 6:12 pm. All were in favor.
