JULY 5, 2012
CALL TO ORDER/PLEDGE OF ALLEGIANCE
Chairman Wendy Sanborn called the meeting to order at 6:30PM with Selectmen Larry Moreau, Lester Stevens, Steve Robinson and Jim Fernald present. The Town Manager and Recording Secretary were also present.
APPOINTMENTS
The consensus of the Board was to table appointments until the next meeting.
BIDS
Bond Anticipation Note - Selectman Moreau moved to have Rosemary Kulow sign the paperwork that would have the Town enter into a bond participation note with the Mechanics Savings Bank dated June 27, 2012. Selectman Ferland seconded the motion. Discussion: None.

Reports and Communications
Town Manager’s Report – In addition to a written report, the manager provided a verbal summary of activities that took place subsequent to submitting her report.
- Road striping on the roads - RFP should have completion date of no time after the second week in September.
- Town Office insulation - will go to bid.
- Provide communication to the townspeople about unused fireworks and how to properly dispose of them.
- Public Works is continuing work on Heath Road and Range Hill Road from the heavy rain storms.
- A study of the compensation appraisal method was provided to the Selectmen.
- Planning Consultant Proposals – PB will develop a recommendation and submit to selectmen.
OLD BUSINESS
FEMA Flood Maps Report - Date for appeals is September 5. No one has questioned anything on the new maps to this point.
Vote for MMA Legislative - Selectman Robinson moved that the Board of Selectmen vote for Rosemary Kulow, Town Manager of Poland, for MMA’s Legislative Policy Committee Member. Selectman Stevens seconded the motion. Discussion: none
Vote: 4-yes 1-no (Sanborn, Stevens, Robinson, Ferland)
Paving – Selectman Moreau moved to authorize Rosemary Kulow to move forward with Lewiston Junction Road paving. Selectman Robinson seconded the motion. Discussion: Crack sealing will be included in the paving.
Vote: 5-yes 0-no
Town Manager Kulow would like to add crack sealing to Schellinger Road. Board states if the money is there they will authorize the crack sealing.
New Business
RHR Smith Audit - Selectman Moreau moved to have Rosemary Kulow sign the paperwork to enter into an agreement with RHR Smith for audit services for the FYE12. Discussion: None.

Urban Rural Initiative Program - Selectman Moreau moved to accept and sign the MDOT Rural Initiative Program application. Selectman Stevens seconded the motion. Discussion: None.
Vote: 5-yes 0-no
Payables - Selectman Moreau moved to approve the bills payable in the amount of $193,413.32 Selectman Robinson seconded the motion. Discussion: none.

Any Other Business
Selectman Fernald would like to point out that the new beach personnel is doing a great job.
Selectman Stevens questioned why there are several hydrants black bagged. Town Manager Kulow stated that she just had a meeting with water district, water is available for fire protection but they would like to test first before they take the black bags off.
