Minutes of Meeting
February 15, 2011

CALL TO ORDER/Pledge of Allegiance
Chairperson Wendy Sanborn called the meeting to order at 7:00PM with Selectmen Erland Torrey, Larry Moreau and Lester C. Stevens present.  Selectmen Bolduc was absent with notification. The Town Manager and Recording Secretary were also present.  

Minutes of Previous Meeting
Selectman Moreau moved to approve the meeting minutes of February 7, 2011 as presented. Selectman Torrey seconded the motion.  Discussion:  None.
Vote:  4-yes  0-no

Recognition of Visitors (A list of visitors who attended the meeting are attached to these minutes.)  Michelle Arsenault spoke to the Board regarding some staff and their credentials for the positions they hold.  In addition, she wanted to know how the Town Manager holds his position when he is not a Poland resident.  The Town Manager would provide her with the information.

SPECIAL COMMUNICATION - Poland Historical Society
Reginald (Bud) Jordan and Barbara Strout spoke to the Board regarding the current plans for the Memorabilia Barn.

Discussion Notes:  Approximate cost of the building:  $70,000; It will have a frost wall but no heat; it will be closed in winter unless by appointment; they are currently applying for two different grants; they hope to know how many funds will be available by June.

Selectman Moreau moved that the Memorabilia Barn be a priority request when the state offered grant(s) are open for applications with the Board’s full support.  Selectman Stevens seconded the motion.  Discussion:  Approximately 3 months before the applications will be available.

Town Manager’s Report – The Town Manager provided a brief verbal summary of his report for the Board.

Old Business
Proposed Draft Ordinances / Public Hearing
Proposed Ordinances are General Assistance (version 2006); Rental Housing Ordinance (new) and the Beach Ordinance (amendments).  The Board agreed to hold a Public Hearing on March 1st @ 6:00PM.  Selectman Moreau suggested that we look into adopting the current GA version with the stipulation that we could also be able to include all future changes/adoptions. Rose will check with MMA.  

ASO Rehab Update - Discussion only.

Hackett Fund Stocks Update - Discussion only.

Review TIF Revenues / Expenses - J. Cleveland provided the Board with an update.

Conservation Response / Plan - February 28th workshop will be held.

Governance Outline - Selectman Stevens suggested that liaisons be a one (1) year term; Rules of Removal should also be added.

Draft of Warrant Articles - Discussion only.

O and M Agreement with McFalls.
Selectmen Moreau moved to authorize the Town Manager to enter into an Operating and Maintenance Agreement with the Town of Mechanic Falls as of this date.   Selectman Torrey seconded the motion.  Discussion:  None.

New Business
Emergency Need:  Town Server
Selectman Moreau moved to authorize the Town Manager to start the bid process for a new Town Office server.   Selectman Torrey seconded the motion.  Discussion:  None.
Vote:  4-yes  0-no

Adams Bridge: Engineering Bid – The Town Manager would like to begin the bid process for the project.   There were no objections from the Board.

County Tax Assessment
Selectman Moreau moved to accept the County Tax Assessor’s return in the amount of $644,576.47.  Selectman Stevens seconded the motion.  Discussion:  None.

Radar Speed Trailer Program – The Town Manager will enter Poland into the lottery for our region.

Trident Insurance Settlement (Truck Taking Down Wires in ’07) - Final settlement – Discussion only.

Payables
Selectman Moreau moved to approve the bills payable in the amount of $846,721.03.  Selectman Stevens seconded the motion.  Discussion:  None.

Any Other Business
Adams Bridge / Hackett Mills Road opening is very narrow - snow needs to be pushed back/removed.
