Minutes of Meeting
December 20, 2011

CALL TO ORDER/PLEDGE OF ALLEGIANCE
Chairman Erland Torrey called the meeting to order at 7:00PM with Selectmen Wendy Sanborn, Larry Moreau, Lester Stevens and Steve Robinson present.  The Town Manager and Recording Secretary were also present.  

Minutes of Previous MeetingS
Selectman Moreau moved to approve the meeting minutes of November 15, 2011 as presented. Selectman Sanborn seconded the motion.  Discussion:  None.
Vote:  4-yes  0-no 1-abstained (Selectman Torrey)

Selectman Moreau moved to approve the meeting minutes of December 6, 2011 as presented.  Selectman Robinson seconded the motion.  Discussion:  None.
Vote:  5-yes  0-no

BIDS
Snow Plow - Selectman Moreau moved to award the snow plow bid to H. P. Fairfield in the amount of $9,027 as presented. Selectman Stevens seconded the motion.  Discussion: None.
Vote:  5-yes  0-no

Furnace Replacement - Selectman Moreau moved to award the furnace replacement bid to Nason Mechanical Systems in the amount of $9,247.80 as presented. Selectman Sanborn seconded the motion.  Discussion: None.
Vote:  5-yes  0-no

Recognition of Visitors (A list of visitors who attended the meeting are attached to these minutes.)  None.

Reports and Communications
Town Manager’s Report – In addition to a written report, the manager provided a verbal summary of activities that took place subsequent to submitting her report.  

Department Reports – Fire Rescue Department – The Board would like the manager to explore the uses and options involved with mutual aid.   Currently the ratio is 3:1.  They would like her report to include the following:

  • Time involved logs
Breakout of Rescue vs. Fire in mutual aid  
What options are available in contracts or fees with neighboring towns
What, if any, is recouped from an event  
Rescue - was it a billable event  
  • Reasons/purpose for the command vehicle going out on every call

Committee Member Letter of Resignation – Norm Davis/Planning Board Alternate – Resignation from the Planning Board was accepted.  Selectman Moreau moved to appoint Norm Davis to the Community and Economic Development Committee immediately upon the resignation of a non-attending member.  Selectman Sanborn seconded the motion.  Discussion: None.

OLD BUSINESS
Letter to Maine DOT - 5 Corner Intersection - Selectman Moreau moved to accept and forward the letter to Commissioner David Bernhardt of the Maine Department of Transportation regarding the intersection of Routes 26, 11 & 121(aka 5 corners) as presented by the Town Manager.  Selectman Sanborn seconded the motion.  Discussion: None.
Vote:  5-yes  0-no

New Business – None.    

ASSESSING BUSINESS - Personal Property Abatement - Selectman Moreau moved to grant the personal property tax abatement in the amount of $312.22 as the equipment was removed prior to April 1, 2011.  Selectman Stevens seconded the motion.  Discussion: none.
Vote:  5-yes  0-no

Payables - Selectman Moreau moved to approve the bills payable in the amount of $1,689,938.00.  Selectman Robinson seconded the motion.  Discussion: none.
Vote:  5-yes 0-no

Any Other Business
Selectman Moreau stated that Board members, staff, etc., when responding to email correspondence, should only address information relevant to the subject without in inclusion of personal opinions.

Digital Maps Update – an invitation/agenda will be going out to staff and the Board shortly from O’Donnell & Associates.

Adjourn - Selectman Moreau moved to adjourn.  Selectman Sanborn seconded the motion.  Discussion:  None.
