CALL TO ORDER/Pledge of Allegiance
Vice Chairman Wendy Sanborn called the meeting to order at 6:30PM with Selectmen Larry Moreau, Lester Stevens and Steve Robinson present. Chairman Torrey was absent with notification. The Town Manager and Recording Secretary were also present.
EXECUTIVE SESSIONS
Selectman Stevens moved that the Board of Selectmen enter into executive session with Town Manager, Rosemary Kulow pursuant to Title 1 MRSA Chapter 13 Public Records and Proceedings, subsection 405 Executive Sessions, § 6(A) to discuss a personnel matter. Selectman Robinson seconded the motion. Discussion: None.

Selectman Stevens moved that the Board of Selectmen enter into executive session with the Town Manager, Rosemary Kulow and economic development consultant John Cleveland pursuant to Title 1 MRSA Chapter 13 Public Records and Proceedings, subsection 405 Executive Sessions, § 6(c) to discuss the consideration of property use or acquisition. Selectman Robinson seconded the motion. Discussion: None.

Minutes of Previous Meeting
Selectman Moreau moved to approve the meeting minutes of November 1, 2011 as presented. Selectman Robinson seconded the motion. Discussion: None.

SPECIAL PRESENTATION
Robert Thompson from AVCOG – Mr. Thompson gave a brief presentation of the services AVCOG provides to towns that are members. Annual membership cost is $8,560.00. The Board would like the manager to look into the financial affects of joining partially through this current fiscal year and into the next year. Also noted was the importance of utilizing AVCOG’s services should the town activate their membership again.

Robert T. Folsom, Sr. – Interim Code Enforcement Officer, Building and Plumbing Inspector
Selectman Moreau moved for discussion the appointment of Robert T. Folsom, Sr. as Interim Code Enforcement Officer, Building and Plumbing Inspector. Selectman Robinson seconded the motion. Discussion: The manager outlined Mr. Folsom’s qualifications as his availability to hold the position on a temporary basis.

Recognition of Visitors (A list of visitors who attended the meeting are attached to these minutes.) Michelle Arsenault spoke to the Board regarding the Planning Board’s method in selecting the holidays businesses must observe and the inconsistencies from business to business. The Board recommended that Michelle go back to the Planning Board and have them clarify if there is a Planning Board policy that defines recognized holidays for businesses. If they do not they should probably add one. The Board also suggested that if Ms. Arsenault is really dissatisfied with the actions of the Planning Board that she should hire an attorney. The selectmen’s jurisdiction over the Planning Board is limited. Ms. Arsenault was told that if she wished to file a formal complaint she can file it with the
Town Manager but should really have an attorney file the complaint for her.
Reports and Communications
Town Manager’s Report – In addition to a written report, the manager provided a verbal summary of activities that took place subsequent to submitting her report.
Noted Actions:
- Authorization to partake in the settlement negotiations with T & M Mortgage was granted to the Town Manager by the Board.
- There will be a workshop on Tuesday, November 22nd at 6:30pm to discuss the Public Works open position and department needs. The workshop will be held at Public Works.

So. Village Water & Sewer Project – Wright-Pierce Contract Amendment
Selectman Moreau moved to change Contract Amendment No. 2 previous approved at $352,401.38 to $364,151.38 as presented, and to authorize the town manager to sign the document. Selectman Stevens seconded the motion. Discussion: None.

Fire Rescue – Old Cascade Water System
Selectman Moreau moved to authorize Chief Bosse to obtain the best solution and or sale of the old Cascade Water System. Selectman Robinson seconded the motion. Discussion: None.

Property Assessed Clean Energy (PACE) Ordinance
Selectman Moreau moved to hold a Public Hearing at the next regularly scheduled meeting. Selectman Robinson seconded the motion. Discussion: The manager provided the Board with a brief overview of the particulars surrounding the proposed ordinance.

FYE 2012 Tax Abatements
Selectman Moreau moved to authorize a supplement tax bill is issued for account #717, Map 7, Lot 32-13A in the amount of $ 227.93. Selectman Robinson seconded the motion. Discussion: None.

Point of Order: Incorrect order of tax abatement & supplemental on real estate account #717.
Selectman Moreau moved to reconsider and rescind the Board’s authorization to approve the issuance of a supplement tax bill for account #717. Selectman Robinson seconded the motion. Discussion: None.

Selectman Moreau moved to grant the abatement on property Map 4, Lot 19-34 in the amount of $166.29. The mobile home was removed prior to April 1, 2011. Selectman Robinson seconded the motion. Discussion: None.

Selectman Moreau moved to grant the abatement on property Map 7, Lot 32-11 in the amount of $91.79. A percentage of building completion was adjusted to reflect what was there as of April 1, 2011. Selectman Stevens seconded the motion. Discussion: None.

Selectman Moreau would like the manager to research and see if the town has the authority to enforce tax cap rules on the RSU budget.
Selectman Robinson suggested a work plan workshop with the manager after the holiday season perhaps in January.
