Minutes of Meeting - NOVEMBER 16, 2010
CALL TO ORDER/Pledge of Allegiance
Chairperson Wendy Sanborn called the meeting to order at 7:00PM with Selectmen Erland Torrey, Peter J. Bolduc, Jr., Larry Moreau and Lester C. Stevens present. The Town Manager and Recording Secretary were also present.

Recognition of Visitors (A list of visitors who attended the meeting are attached to these minutes.) None.
Reports and Communications
Town Manager’s Report – The Town Manager provided a brief verbal summary of his report for the Board.
Departmental Reports
Financial Reports: 09/10 Revenue and Expense
Updated DTV-TIF Financial Report – John Cleveland presented his report to the Board.
Communications - the following materials were included in the meeting packets:
TIF 1 and 2 Projections / BETE Impact – The manager will look into what the costs might be to hire an industrial expert to assist the town in correctly assessing personal property. A separate warrant article would be necessary to appropriate funds to hire such an individual and/or firm.
Management of Personnel Files – Discussion only.
Old Business
Waterline Update as of 11/09/10 - J. Cleveland presented to the Board a summary of the financial and construction cost savings on the project. – Side Note: The manager is to look into the direction of lighting on the Ricker Road.
Wright Pierce Contract - Selectman Moreau moved to authorize the Town Manager to sign the Wright Pierce contract for the South Village Infrastructure Project. Selectman Bolduc seconded the motion. Discussion: The Board would like a copy of the signed contract.

ASO Contract Bidders – No discussion. Time line changed.
South Village Infrastructure Project Design Standards – Discussion points:
- The existing Downtown Village District standards need to be made available to the Board for review before the Workshop on December 7th
- The meeting will begin at 6PM and both the CEDC and Planning Board will be asked to attend.
- Communication with Planning Board needs to improve.
- A letter needs to go to the Planning Board stating that it is imperative that this issue be ready for Town Meeting.
Audit Meeting 12/21/10 – Discussion Only. Normal start time.
Employment Contract – Selectman Moreau moved to sign the employment contract for the Town Manager for a term of 3 years as negotiated in Executive Session on November 2, 2010. Selectman Bolduc seconded the motion.

Reschedule Beach & Traffic Ordinance Workshop – Consensus: to schedule these workshops into 2 different regular meetings.
New Business
Nomination of Local Official for County Charter Commission – Selectman Torrey moved to endorse Selectman Moreau’s nomination to the County Charter Commission and requested that the letter of nomination state that Poland is the 3rd largest community in Androscoggin County and that Poland deserves to have representation on the commission. Selectman Stevens seconded the motion.
Vote: 4-Yes 0-no 1-abstained Selectman Moreau
Use of Educational Fund Balance – Discussion: Suggested use is to put the funds towards the maintenance of the Middle School/High School which was never properly budgeted. Dana will send a memorandum to other towns in the RSU.
ASSESSING BUSINESS
Abatement (1) 2011 Tax Year
Selectman Moreau moved to grant the abatement for tax account #2164 in the amount of $1,208.55. Selectman Torrey seconded the motion. Discussion: Assessed to wrong owner.

6th Supplemental (1) 2011 Tax Year
Selectman Moreau moved to issue a 6th Supplemental for tax account #2164 in the amount of $1,208.55. Selectman Torrey seconded the motion. Discussion: None.

Payables
Selectman Moreau moved to approve the bills payable in the amount of $495,845.33. Selectman Torrey seconded the motion. Discussion: None.

Any Other Business
Explanation of why the Town Office is closed during power outage.
