Minutes of Meeting
August 3, 2010

CALL TO ORDER/Pledge of Allegiance
Chairperson Wendy Sanborn called the meeting to order at 7:00PM with Selectmen Erland Torrey, Larry Moreau and Lester C. Stevens present.  Selectman Bolduc was absent with notification.  The Town Manager and Recording Secretary were also present.  

Minutes of Previous Meeting
Selectman Moreau moved to approve the meeting minutes of July 20, 2010 as presented. Selectman Torrey seconded the motion.  Discussion:  None.
Vote:  3-yes   0-no 1-abstained (Selectman Sanborn)

Recognition of Visitors (A list of visitors who attended the meeting are attached to these minutes.)  None.

Reports and Communications
Town Manager’s Report – The Town Manager provided a brief verbal summary of his report for the Board.  

Financial Reports: 10/11 Revenue and Expense
        Hackett Fund Usage Report

Communications - The following materials were included in the meeting packets:

Residents Request to post Hackett Mills Rd to No Trucks over 26,000 GVW
Clem Therriault, as resident and spokesperson of Hackett Mills Road, explained to the Selectmen the reasons behind the request.  Selectman Moreau moved to post Hackett Mills Road as a No Trucks over 26,000 GVW in accordance with the forthcoming traffic ordinance. Selectman Torrey seconded the motion.  Discussion:  Selectman Moreau suggested a workshop on this restriction and how it is to be handled throughout the entire town.  Board members agreed.

MMWAC – End of Year Report

Old Business
Assistance w/Code Correction RFP – Projects will need to be done in phases due to the high costs; the Board would like a breakdown according to priority and phases.

Downtown Waterline Project – it was presented to the Board to move further down Route 26 with the DTV waterline to approximately 500ft. past the Aggregate Road, near the Route 26 gravel pit; The Board did not have a problem with this as long as there are remaining funds to do so. The Town Manager was asked to compose an article to go in the Progressive regarding residential hook ups to the waterline.

Subdivision Mediation – no settlement; next step is full disclosure on T&M and pursuing a case for fraud.

Fire Rescue Building Study Funds ($25,000) Authorization
The Board was pleased with the required preliminary work submitted on this project. Selectman Moreau moved to authorize that the study on the Fire Rescue building be carried out with expenses not to exceed $25,000.  Selectman Stevens seconded the motion.  Discussion:  None.

Tripp Lake Beach / Camp Connor – Site Visits
Workshop Date - Wednesday, August 11st at 6:00PM with the Conservation Commission and Recreation Director Scott Segal.

New Business
URIP Certification
Selectman Moreau moved to sign the URIP certification.  Selectman Stevens seconded the motion.  Discussion:  None.
Vote:  3-yes 0-no (Chairman Sanborn was away from the table.)

ASSESSING BUSINESS
Abatements
Selectman Moreau moved to grant the real estate tax abatements plus interest and penalties as presented on account #1823 in the amount of $1,198.95 and account #769 in the amount of $439.68.  Selectman Stevens seconded the motion.  Discussion:  None.
Vote:  4-yes 0-no

Supplemental
Selectman Moreau moved to authorize that a tax supplemental be issued on account #895 for the tax year 2010 in the amount of $1,732.00 for Tree Growth Withdrawal.  Selectman Stevens seconded the motion.  Discussion:  None.
Vote:  4-yes 0-no

Payables
Selectman Moreau moved to approve the bills payable for the FYE 2010 in the amount of $3,451.65.  Selectman Torrey seconded the motion.  Discussion:  None.
Vote:  4-yes 0-no

Selectman Moreau moved to approve the bills payable for the FYE 2011 in the amount of $100,838.12.  Selectman Stevens seconded the motion.  Discussion:  None.
Vote:  4-yes 0-no

Selectman Moreau moved to adjourn at 8:00PM.  Selectman Stevens seconded the motion.  Discussion:  None.
