Minutes of Meeting
May 4, 2010

CALL TO ORDER/Pledge of Allegiance
Chairperson Wendy Sanborn called the meeting to order at 7:00PM with Selectmen Erland Torrey, Peter J. Bolduc, Jr., Larry Moreau and Lester C. Stevens present.  The Town Manager and Recording Secretary were also present.  

Minutes of Previous Meeting
Selectman Moreau moved to approve the meeting minutes of April 20, 2010, as presented. Selectman Torrey seconded the motion.  Discussion:  None.
Vote:  4-yes  0 –no 1-abstained (Selectman Bolduc)

Recognition of Visitors (A list of visitors who attended the meeting are attached to these minutes.)  None.

BIDS
Annual Paving
Selectman Moreau moved to award the annual paving bid to Rampart, Inc. for an amount of $140,469.00 based on a $530 per ton bid price.  Selectman Stevens seconded the motion.  Discussion:  None.
Vote:  5-yes 0–no

Note:  The Board would like the Town Manager to look into using the remaining funds for a lower priority road or crack filling.

Reports and Communications
Town Manager’s Report – The Town Manager provided a verbal summary only of his activities for the Board.  Project List – Current / Summer was presented and discussed with the Board.

Old Business
Trash Hauling – Plains Rd. – Special dispensation was given only to the trucks servicing the Transfer Station during the construction period on Route 26 – this has avoided additional costs the town would have incurred if the hauling service had to continue using Route 26 during construction. Selectman Moreau went on record stating that he fully supports the decision the Town Manager has made in this instance.

Library Trust Fund Update – Discussion only.

Paramedic Reimbursement Policy – Discussion only.

Ivy Brown – Referred Issue to Insurance – Discussion only.


Policy on Tax Collection / Foreclosures
Selectman Moreau moved to adopt the Policy for Maintenance, Administration, and Disposition of Tax Acquired Property as presented.  Selectman Stevens seconded the motion.  Discussion:  None.
Vote:  5-yes 0-no

Mobile Vendor Ordinance
The manager will add language to the policy exempting existing town businesses who provide this type of service within/under their own license located on their own property.  Public Hearing and last review at next meeting.

New Business
ASO Budget
Schedule with County Commissioners, May 19 at 6:00PM – Chairperson Sanborn and the manager will attend this meeting.

Free Legal Seminar
The seminar will be held at the Board’s meeting of June 15, 2010 from 6:30-7:30pm with attorneys Bill Dale and Natalie Burns.  The manager will also see that the Planning Board is invited to attend.

Legislative Policy Committee Nomination (MMA)
Selectman Moreau moved to nominate Town Manager, Dana K. Lee to the Maine Municipal Association’s Legislative Policy Committee.  Selectman Torrey seconded the motion.  Discussion:  None.
Vote:  5-yes 0-no

Lead Levels in Water at PCS School – Discussion only.

Fire Rescue Open House – June – Discussion only.

Safety Grant Application – 2 Confined Space Air Paks – Discussion only.

Payables
Selectman Moreau moved to approve the bills payable in the amount of $171,460.08.  Selectman Torrey seconded the motion.  Discussion:  None.

Any Other Business
The Board asked that the manager have a large volume of the existing (seasoned) wood at the Transfer Station (set aside for those in need - Hackett Fund), removed by November 1, 2010. The consensus was that this could be done through early deliveries to those in need for the next winter or through public sale.  All proceeds from any public sales shall go into the Hackett Fund.  Public Works can provide any early deliveries of wood if needed, and a small amount may be left for the upcoming winter season.
