Minutes of Meeting
October 16, 2007

CALL TO ORDER
Chairman Lionel C. Ferland, Jr. called the meeting to order at 7:00PM with Selectmen Sandra Knowles, Wendy Sanborn, and Erland Torrey present.  Joseph Cimino was absent with notification.  The Town Manager and Recording Secretary were also present.  

Recognition of Visitors (A list of visitors who attended the meeting are attached to these minutes.)
Larry Moreau, Chairman of the Planning Board, spoke to the Board regarding an oversight in abutter notification regarding proposed changes to the Comprehensive Land Use Ordinance stating that the Planning Board was going to hold another public hearing on the changes.  George Sanborn asked for an update on the Gun Club.  Ivy Brown asked why Black Cat Mountain was blocked off – Dana would look into it.

Public Hearings
General Assistance – Adoption of Annual Appendices
Selectman Sanborn moved to open the Public Hearing on the General Assistance Appendices.  Selectman Torrey seconded the motion.  Discussion:  None.
Vote:  4-yes 0-no

Public Discussion:  None.

Selectman Knowles moved to close the Public Hearing on the General Assistance Appendices.  Selectman Sanborn seconded the motion.  Discussion:  None.
Vote:  4-yes 0-no

Selectman Knowles moved to adopt the General Assistance Annual Appendices as presented by the state.  Selectman Sanborn seconded the motion.  Discussion:  None.
Vote:  4-yes 0-no

Ordinance Providing for Mass Gatherings
Selectman Sanborn moved to open the Public Hearing on the Mass Gatherings Ordinance.  Selectman Knowles seconded the motion.  Discussion:  None.
Vote:  4-yes 0-no

Public Discussion:  A brief summary of the ordinance was provided.  

Selectman Sanborn moved to close the Public Hearing on the Mass Gatherings Ordinance.  Selectman Torrey seconded the motion.  Discussion:  None.
Vote:  4-yes 0-no

Selectman Sanborn moved to authorize the Mass Gatherings Ordinance to be presented to the townspeople as a warrant article on the April 2008 annual town meeting.  Selectman Torrey seconded the motion.  Discussion:  None.
Vote:  4-yes 0-no

Reports and Communications
Town Manager/Road Commissioner Report – The Town Manager provided a brief verbal summary of his report for the Board.  Other:  The Town Manager is working with the Union office to obtain payment of property taxes owed on the Union 29 office building.

Financial Report – No discussion.

Communications - The following materials were included in the meeting packets:
·       MDOT Meeting Manager’s notes regarding the Rt.122/Rt. 26 road project

·       New Chart of Accounts – Funds, Departments & Expenses (FIRST DRAFT)

OLD BUSINESS
Snow’s Gravel Pit
Selectman Knowles moved to authorize the transfer of town property known as Snow’s Pit to John Juliano to be presented to the townspeople as a warrant article on the April 2008 annual town meeting.  Selectman Sanborn seconded the motion.  Discussion:  None.
Vote:  4-yes 0-no

Town Hall Repairs
1)      The furnace needs to be replaced.   Even though it is an emergency situation the Board would like the Town Manager to obtain at least three bids.  He will then contact the Board to call an emergency meeting to accept a bid.
2)      Change order to the repairs being done to the front pillars – to repair the cement facing on the building.

Selectman Sanborn moved to extend the contract with Mike Fleury to include cement repairs to the front of the Town Hall in the amount of $4,015.00.  Selectman Torrey seconded the motion.  Discussion:  None.
Vote:  4-yes 0-no

Note:  Both of these items are to be paid for from the Building Reserve Fund, which has an estimated $60,000.00 balance.

New Business
Land Purchase Installment Agreement
Selectman Torrey moved to enter into a Land Purchase Installment Agreement with Brenda Henry for tax years 2004-2008, map 15, lot 14-27.  Selectman Sanborn seconded the motion.  Discussion:  None.
Vote:  4-yes 0-no

Quitclaim
Selectman Sanborn moved to grant a Quitclaim Deed to Bonnie (Whittier) Paine for tax years 1999-2007, map 13, lot 57-01 and for tax years 2001-2007, map 13, lot 57A.  Selectman Torrey seconded the motion.  Discussion:  None.

Appointment Ordinance – Tabled to the next meeting.

457 Deferred Compensation – Adoption of Resolution
Selectmen Knowles moved to sign the 457 Deferred Compensation Adoption of Resolution as presented. Selectmen Sanborn seconded the motion.  Discussion:  None.

Friends of the Libraries Week Proclamation
Selectmen Knowles moved to sign the Friends of the Libraries Week Proclamation as presented for the Ricker Memorial Library. Selectmen Sanborn seconded the motion.  Discussion:  None.

ASSESSING BUSINESS
Tax Equalization Request for Proposal – Draft
The following items were discussed:  
1)      Section #1 and #2, 4D: No personal property: Maybe an option for a sub-contractor to do so. – All Personal Property is added on a self-disclosure form.
2)      Section #3:  Separate map and lots for parcels split by roads - A3 ok as is.
3)      Section #4E: Require disclosure of residency only - ok
4)      Section #6: Requiring insurance - ok
5)      Section #14: Require TRIO knowledge & paper printouts (instead of cards) - ok
6)      Section #14E: May be using Arc Map in the future – ok as option
7)      Section #21A and 22: DELETE – No Interior inspection - ok
8)      Section #29:  No interior inspections - and not requiring appointments to measure exterior - ok

The Board authorized the Town Manager to solicit bids based on discussions and changes from this meeting.

Payables
Selectman Sanborn moved to approve the bills payable from October 2, 2007 through October 16, 2007 in the amount of $947013.22, which includes the addendum of $2,316.03.  Selectman Torrey seconded the motion.  Discussion:  None.

Any Other Business
Rod Bisbee – Permission to clear Right of Way
Selectman Sanborn moved to grant permission to Rod Bisbee, Jr. to clear the right of way located on town property map 10, lot 94 to access his property.  Selectman Torrey seconded the motion.  Discussion:  None.
Vote:  4-yes 0-no
