December 13, 2011
CALL TO ORDER
The meeting was called to order by Chairman Carl Duchette at 7:02 PM with members Robert Brown, George Greenwood, Jim Porter and Alternate William Foster present. Member William Willett was absent with notice and member Norm Davis was absent without notice.
MINUTES
Member Greenwood made a motion to approve the minutes of November 9, 2011 as presented, member Porter seconds the motion. Discussion: None

OLD BUSINESS
Ron Kaufman: Formal Shoreland Application – Map 31 Lot 21
- Bill Bentley is here to represent Ron Kaufman. He would like to replace the decks that are there now and the stairs.
- Chairman Duchette and Board Members see no issues with the proposal. No abutters present at the meeting.
- Member Greenwood made a motion to approve the application as presented, seconded by member Porter. Discussion: None

NEW BUSINESS
Kyi Maung: Sketch Plan Review – Map 12 Lot 22A
- Kyi Maung was present to speak about his project. He would like to have a used car sale lot.
- Chairman Duchette addresses Bob Faunce’s memo – old trailer is going to be refurbished to be used as an office building according to property owner
- Bob Scalla – Abutter at 144 Mechanic Falls Road. He is concerned about the upkeep of property and has a low confidence that the property can be improved. Chairman Duchette explains that we use a third party reviewer and the compliance will be made that the site will be improved.
- Member Porter speaks of the opportunity to make a site visit. Consensus of the Board that there will be a site walk on December 17th at 9:00 AM that is open to the public.
- Ken Sonagere – Abutter and owner of Minot ave self storage, not in opposition but would like to see more of the plan. Chairman Duchette states that it is only at a sketch plan phase and the property owner will need to submit a formal site plan and the public is welcome to inspect those plans.
- Member Greenwood makes a motion to consider the sketch plan complete, Member Porter seconds the motion. Discussion: None

Len Bogh: Informational – Map 46 Lot 9
- Len Bogh is present to ask questions about shoreland residential zoning. States he has a legal non conforming lot on middle range pond and would like to build a 30’x40’ building on site… 40 feet wide and over 20 feet from road and 100 feet from waters edge… setbacks would be 29’ on on either side and percentage of lot coverage is unknown at this time.
- Chairman Duchette states that the board does not have the authority to make a lot more nonconforming and that he would need to change the size of the house to meet setbacks, compliance with the side setbacks must be maintained. No problem with orientation of building as long as it meets setbacks.
- Property owner states that given size of lot the septic is designed so the clearance between the Right of Way and tank is 5 feet, board states that there is no issue with tank but questions where the field will be. Correction by property owner that field is near the road, not tank. Board states that the site evaluator will make sure placement is correct and they don’t see an issue with septic placement at this time.
- Property owner has already contacted Sue Gammon at AVSAC and recommendations will be on formal application.

OTHER BUSINESS
- Bob Folsom brings up a visit to Whalesback pit to inspect the berm and states there are some large boulder and the property owner might want to pick out the rocks that are large. 95% loom according to Mr. Folsom. Stabilization may occur with the large rocks. Member Porter states that it is unscreened loam, consensus that the board is approving the berm as is.
- Member Greenwood makes a motion to send Bob Faunces bill to the Selectmen for payment in the amount of $1,813.50, seconded by member Porter. Discussion: None
