Minutes of Meeting
June 14, 2011
CALL TO ORDER
Chuck Finger, Chairman, called the meeting to order at 7:00 PM with Board Members Carl Duchette, Robert Brown, George Greenwood and Alternate James W. Porter present. The CEO and recording secretary were also present. Bruce Uldall was absent with notice.
Minutes of Previous Meetings
Planning Board member Carl Duchette made a motion to approve the meeting minutes of April 26, 2011 as presented. Planning Board member Jim Porter seconded the motion. Discussion: None.

• Camp Northstar – Map 2 Lot 17 (0002-0017) Formal Shoreland Zoning Application
Howie Powell present to discuss waterslide. Two cables and pvc coated canvas attached to existing building with existing deck and will be removed every winter. Slide will be anchored into trees. Minimum depth of cove has to be 9 feet. Consensus of the board that this project should not have come before the Planning Board. No checklist needed.
• John Palmiter – Map 5 Lot 16C (0005-0016-C) Informational
Land owner James Stepp and John Palmiter here for informational on how the land can be developed. Brook dividing two lots with resource protection and Watson road being a substandard width of ROW they want to understand what the possibility of dividing the land or the best use of the estate is. Of 38 acres on Lot 16C probably 70% is out of wetlands Mr. Palmiter states. Board member Jim Porter proposes they see if they can use N Raymond Road as an access road. Also proposed was to contact DEP and see if they can cross lot 12 to access 16C. The Board suggested they have Bob Faunce take a look at it for a subdivision. Bob Faunce was present at the meeting and asked for clarification… mother owns property and she lived in the homestead on the property which is undivided. He then proposed that
property could be divided into two lots making three possible building lots. May be able to have a joint sharing of lake frontage and board consensus is stating that they don’t see a problem with that in the future.
• Brian Merrill – Map 13 Lot 16 & 12 (0013-0016 & 0012)
Land owner Brian Merrill and Mike Gotto, to represent Autumn Inc., were present to propose a cluster subdivision. Previously proposed for a development in 2006 or 2007 for 36 cluster lots, and believed to have gotten DEP permits and town approval. Discussions with Poland Gun Club have led to an agreement to put shooting area in another location and have it bermed up and shooting would go from an East to West, agreement is included in packet materials. They are requesting approval for Phase 1 which would be 13 lots. Bob Faunce has already reviewed the project and poised questions about piano key lots which led to Mr. Gotto revisiting the plan and setting up lots in a better fashion. Lot sizes range from ½ acre to 1 acre. Mr. Gotto would like DEP to be the review of soil and erosion control, which has
already been done and would like to get waiver allowing them to be the reviewer. Mr. Merrill points out a larger buffer between neighbors than what was proposed in the initial plan put before the board in 2007. Chuck Finger questions where the plan of a traditional subdivision layout being proposed is located and Mr. Gotto states he does not have one at this time. Mr. Finger is requesting a traditional layout be submitted along with a written narrative. Mr. Gotto will submit one for the approval of the board. Mr. Finger also states that he can’t see the subdivision not having a second access. Mr. Gotto explained that they don’t want the final approved as it is on the plan right now, they want just the first 13 lots developed. Mr. Duchette questioned the hammerhead driveways and Mr. Gotto has agreed to redesign without them. Escrow has already been set up for the project and Mr. Faunce, third party reviewer, has already been
contacted. Motion made by George Greenwood to table the application until they receive the traditional layouts. Seconded by Jim Porter. Discussion: None

Recognition of Visitors Not Scheduled on Agenda
• Ginger Smith – Lives on Spring Water Road… ongoing noise problem with Jolly Gardener over the past three seasons. Communication was originally with Dana and she now feels abandoned on the project without him. Pulled up a study online on the long term impact of noise, neighbor had a heart attack and feels the noise in not going to help her rest. The DEP has only been there a handful of times. Mr. Finger has asked what she feels the planning board could do for her. She feels the home is valueless and she has invested time, money and health. Board is suggesting that homeowners do a noise study over a period of time. Homeowner is asking for help from the town on paying for the noise study. Board is suggesting she asks for help from the
Selectman as this is beyond anything they are capable of approving.

• Friday June 24th farmers market is opening at Poland Crossing.
• Jim Porter is stating he feels meeting minutes don’t have to be mailed. Consensus of board is to have meeting minutes emailed.
• George Greenwood wants to know if we can omit ON FILE being allowed in the applications. Discussion ensued that we are currently in the process of converting files to electronic format which will give us the capability to email the board members with any ON FILE questions they may have prior to the meeting. We also have the capability to pull up a property file at the meeting with internet capabilities so long as the file has been converted to a PDF format already.
