Minutes of March 27, 2008
The meeting was called to order by Stan Tetenman, Chairman at 7:04 p.m. In attendance were: Stan Tetenman, Jim Porter, Fred Huntress, Joan Spitzform, John Maloney and Larry Moreau.
We reviewed the questions and concerns from the Planning Board Meeting of March 25th, and the Land Use Map proposed changes.
Discussion included the Route 26/122 corridor and the Poland Spring Inn area. It is currently zoned Village and we would like to see it in Rural Residential. We discussed Resource Protection Areas on the Poland Spring Properties. We also discussed her use of the land to develop further commercial areas. The General Purpose section (G3) could be changed back to Village the way it is on the current Zoning Map. The committee may need to discuss again the issue of extending the General Purpose Zone across Route 26. Perhaps a new district ‘Downtown Village II’ should be discussed that would leave things as a business district and also include the Poland Spring Complex.
Under the Resource Protection section of the proposed Plan, the wording will be changed to “Newly created lots”.
We also discussed the Future Land Use Map to change the area designated currently as R1 to Farm and Forest.
We then started to discuss the changes and recommendations from the Planning Board. Using the February 2008 copy of the proposed Comprehensive Plan for page #’s, etc.
Agricultural: Page 9 Policies #1 change wording to read: encourage and educate forest harvesting practices,,,,,
Page 9 Policies #8 remove single lot development in Strategies Section
Page 10 Policies #3 leave change as is
Page 10 Policies #5 change wording to 25% of all new residential dwelling units
Public Facilities
Page 11 Policies #1 remove 5 year from the capital improvement statement. Also add regarding public access point to Thompson Lake.
Page 13 Policies #2 clarified “adequate water supply”
Page 13 Municipal Buildings – Schools – reviewed increases/decreases in school systems
Page 13 Municipal Buildings – Recreation – Thompson Lake access statement
Transportation
Page 15 Policies #2 remove residential neighborhoods in section regarding sidewalks
Historical and Archaeological Resources
Page 16 – discussion regarding assess our current historical designations, and single use dwelling development being allowed or not allowed in historical sections of the town
Orderly Growth and Development
Page 17 First ¶ change from Greater Poland to Greater Portland
Page 23 change wording to include sub-division
Page 24 Policies #3 add commercial development to statement
Page 24 Policies #4 remove word “residential” in Strategies
Page 24 Policies #4 remove the last word in Strategies – “traffic”
Page 24 Policies #5 change statement to read “encourage new industrial development to locate where local and/or shared
Page 24 Policies #8 remove the word ‘that’ – duplicated
Affordable Housing
Page 26 Policies #1 remove mobile and modular. Art suggests using Manufactured to HUD and/or to IBC standards. John will speak to Art about this prior to changing.

Future Land Use Plan
Page 28 #6 delete ‘and not cluttered with inappropriate development types’

Page 31 Minimum Dimensional Requirements: change the word very to vary
Page 32 Resource Protection District Section – last sentence, remove the word residential
John Maloney, AVCOG, will make necessary changes to the Plan and forward them to the committee.
Stan discussed the upcoming Public Hearing on April 10th and John agreed to forward to the committee a proposed agenda for the meeting, and he will include status sheets with the proposed changes.
Having no further business, Jim motioned that the meeting be adjourned, Joan seconded. The meeting was adjourned at 8:45 p.m.
