Charles Tufankjian

Mr. Keohan, the Clerk, read the legal advertisement into the record.
Mr. Tufankjian appeared before the Board on his own behalf requesting a Special Permit per Section 205-19 Table 205-19 (1) to exceed the size requirements and a variance of Section 205-19 to exceed the number of signs allowed under Table 205-19 (2). He explained to the Board that he wanted to make it known to the public that the dealership was under new management. Two previous businesses failed at this location prior to his taking over ownership. Mr. Tufankjian passed out existing and proposed signage plans, which showed the downsizing of the signs.
Peter Forman, President of the So. Shore Chamber of Commerce spoke on behalf of the dealership. He stated that the Tufankjian family is well established in the auto dealership business and that there have been no complaints against them in the past. He further stated that Mr. Tufankjian was unaware of the signage regulations in Plymouth. He also said that they will be a real asset to the community and that they are good corporate citizens.

Due to the revised submission by Mr. Tufankjian being delivered during the hearing, the Board suggested a continuance to review the square footage of the new proposed signs.
Mr. Main motioned to continue Case No. 3705 to July 17, 2013 at 7:30 p.m. Mr. Keohan seconded. Agreed 4-1 (Mr. Leary opposed the continuance)
Public Hearing – Case No. 3708
Tobin Williams

Mr. Williams came before the Board seeking a Special Permit per Section 205-43 and Table 5 to seek relief from the front and side setback requirements and a Special Permit per Section 205-25 Paragraph A3 to enlarge a non-conforming structure in order to build a deck with a roof. He presented his proposal to the Board and answered questions by Board members. Board members felt that the proposed plans are appropriate in size and scale to the dwelling and the neighborhood. A 20-foot private way exists between the property’s side lot line and the neighboring property.
Public Comment: Mike Lesi, an abutter, requested information regarding the drainage from the proposed project. Mr. Williams assured the Board that there would be no drainage issues.

Mr. Main motioned to approve Case No. 3708 with one condition. Mr. Keohan seconded. Granted unanimously (5-0)

Atty. Edward Angley represented the Petitioner who requested a Special Permit per Section 205-51 Paragraph D3 and Section 205-18 Paragraph B3, subject to Environmental Design Conditions to remove gravel in excess of 10 cubic yards. Also present was Mr. Henry Stout, owner of Atlantic Properties, R. Jon Henson, Landscape Architect, and Peter Hale of Associated Engineers of Plymouth, Inc. Atty. Angley gave an overview of the project and Mr. Henson detailed the proposed landscaping and answered questions by Board Members. Mr. Stout is expecting to close on an adjacent piece of property which will bring the total of lots to three. He expects to have one of the three proposed buildings open by March 1, 2014. He also wants the foundation built for the second building before the tenants move in to the first building
so they are not disrupted during the gravel removal aspect of the project. Each building should take approximately eight months to build. Mr. Stout reminded the Board that he is requesting 10,000 cubic yards less than originally proposed.

The petitioners represented themselves seeking a Special Permit per Section 205-25 A (3) and Section 205-40 and Table V for relief of side setback requirements in order to add a 2-story addition to their property. The first floor will add a family room. The second floor addition will basically extend their master bedroom, not create a new bedroom.
Mrs. Goodwin presented the proposal from a new plan showing the abutters property owned by Eileen O’Hara. Ms. O’Hara previously submitted a letter against the project, stating that it was too close to her property.
There was no public comment.
