Mr. Conner called the meeting to order and explained the procedures for the evening

Industrial Tower and Wireless, LLC

Attorney Edward Angley represented the applicant and passed out an overview of his
presentation and introduced the various representative in attendance for this petitioner.
Michael J. Umano, President of Industrial Tower and Wireless, LLC provided a background
history of the three companies that comprise Industrial Communications, Industria
Communications & Electronics, Inc., Industrial Communications, LLC and Industrial Tower and Wireless, LLC.
Kevin Delaney, Engineering and Regulatory Compliance Manager for Industrial Tower and Wireless, LLC
explained propagation studies that are used to design communication systems, described why the subject
site was chosen, showed antenna sites in the vicinity, explained peer review reports, and clarified various
theories put forth by the opponents of this project.
John Champ, Site Acquisition Specialist with Industrial Tower and Wireless, LLC, explained his job to search
areas for potential new telecommunications sites where there is a gap in coverage. He extensively researched
and evaluated a total of 407 properties within the search area of which, only one, Map 52, lot 6I was found to
be the only feasible site location to meet the criteria for considerations of constructability and Radio Frequency
requirements.
Richard Voci, Site Engineering Project Manager for Industrial Tower and Wireless, LLC explained his
responsibility to prepare site designs for all Industrial Tower and Wireless, LLC tower locations. His
Power Point presentation included pictures of walking trails looking towards the tower location, wood
road entrance locations, and views of various other locations.
Thomas Lennon, Vice President of Tower Site Leasing with Industrial Tower and Wireless, LLC showed
the locations of three towers specifically within the Town of Plymouth, 265 State Road, Federal Furnace
Road, and 17 Tanglewood Drive.
Doug Sheadel, Modeling Specialties, Westford, MA spoke on environmental noise mitigation options for the
subject site. Mr. Sheadel conducted the Environmental Noise Assessment for the Center Hill Site dated
March 22, 2011 and stated his analysis demonstrates that the project as proposed will meet the requirements
of the DEP Noise Policy at all existing residences in the area.
Attorney Jeffrey T. Angley reviewed the Telecommunications Act of 1996 and decisions concerning the act.
Opposition: Joe Landers, Susan Foley, Thomas Keane, and Eric Heller
Attorney Richard Serkey represented the opponents to this case and presented evidence that the site in question
is unsuitable for the placement of the proposed tower as a result of the proximity of its base to adjacent properties.
Attorney Daniel Finnegan, representative of a proposed sub-division planned for the lot abutting the proposed tower,
rebutted information given by Attorney Jeffrey Angley on the Telecommunications Act of 1996 and said that you would
not remedy the gap in service. He stated that the peer review said that if land is developed that the sound would exceed
the noise limits by very significant noise levels.

Due to the lateness of time the Board and Applicant decided to continue the public hearing.
Mr. Conroy motioned to continue the hearing to October 5, 2011 at 8:00 PM. Mr. Main seconded. Unanimously
agreed (5-0)
No further business came before the Board in open session.
