Mr. Conner called the meeting to order and explained the procedures for the evening.

#3604 – Jeffrey Kapell

Mr. Peck read the legal advertisement into the record.
The petitioner is requesting a Special Permit in order to excavate gravel in excess of 10 cubic yards for a Tailwater Recovery Pond. Atty. Richard Serkey and Bill Shaw of Associated Engineers of Plymouth represented the petitioner, explaining that the purpose of the tailwater recovery is to improve existing bog operations and that water quality and habitat will be increased to the adjacent ponds, Billington Sea and Cooks Pond, located near the town forest.
Public comment in favor: None
Public comment in opposition: Robert Reifeiss, Gareth Caldera, Ruth Caldera.
Hearing Closed
Vote: Mr. Main motioned to approve Case #3604 with Conditions. Mr. Peck seconded. Granted unanimously (5-0).

Mr. Peck read the legal advertisement into the record.
Timothy Gagne represented himself, requesting a Special Permit for recreational use and explained his project to bring Bay State Cross Fit exercise program to the Plymouth area.
There was no Public Comment offered.

Vote: Mr. Main motioned to Grant Case #3605. Mr. Peck seconded. Approved unanimously (5-0)

Vote: Mr. Main motioned that Conditions #1 and #2 have been satisfied. Mr. Conroy seconded. Approved unanimously (4-1).

Sitting: All Board Members present took part in the discussion.
Rory Kelleher of Emerald Excavating Co., Inc. represented the petitioner. The Gravel Removal Plan was reviewed. No action on the part of the petitioner was taken to show that the Conditions have been met. The Board asked that the petitioner return with completed “stamped” plans and verification of all conditions.

The Board was asked to waive the filing fee for Case No. 3613 - Temple Beis Jacob.
Mr. Main motioned to waive the fee. Mr. Conroy Seconded. Approved unanimously.
