Zoning Board of Appeals Minutes August 19, 2009

Members present: David Peck, Michael Main, Edward Conroy, Walter Kelley, Ryan Matthews, and William Keohan (arrived late).

Member absent: Peter Conner

Staff present: Peggy Fitzgibbons and Paul McAuliffe

Mr. Peck called the meeting to order and explained the procedures for the evening.

Public Hearing
#3540 – A. D. MAKEPEACE COMPANY  
          East Head Wihonet and Frog Foot Pond Road

Sitting:  William Keohan, David Peck, Michael Main, Edward Conroy, and Walter Kelley.

Mr. Keohan read the legal advertisement into the record.

Attorney Serkey, Winokur, Serkey & Rosenberg, representing the petitioner said the petitioner owns a large parcel of land in Plymouth, Carver and Wareham.  The towers are proposed for the southeasterly corner of the Town of Plymouth in the “Frogfoot” region.  The closest abutter to Tower #1 is 2208’ ± and the closest abutter to Tower #2 is 1722’±.   The towers are proposed at 197’ high.  The towers will collect data on temperature, wind speeds & directions, and related variables.  The towers will remain in place for no more than eighteen (18) months. The proposed tower is 10” in diameter at the based and will have twenty four (24) guy wires.    No electricity or other utilities are required for the towers.

Thomas Melehan, A. D. Makepeace Company, said that the lights are battery operated.

A long discussion ensued regarding the FAA regulations, the Bylaw, and the lighting of the tower.

No public comment was offered.  

Hearing closed.

VOTE:

Mr. Main made a motion to approve Case No. 3540 with conditions.

Mr. Keohan seconded.

Unanimously granted.

No further business came before the Board.
