Mr. Conner called the meeting to order and explained the procedures for the evening.

#3513 – TOWN OF PLYMOUTH – Energy Committee
490 Long Pond Road
Sitting: Peter Conner, David Peck, Michael Main, William Keohan, and Edward Conroy.
David Peck read the legal advertisement into the record.
Patrick O’Brien, representing the Town said that the turbine is a result of a grant from Mass Tech. The tower will be put at Plymouth South High School.
No public comment offered.
Hearing closed.
VOTE:
Mr. Main made a motion to grant with conditions.
Mr. Peck seconded.

#3514 – BALBONI, LLC
61A & 61B Nicks Rock Road
Sitting: Peter Conner, David Peck, Michael Main, William Keohan, and Marc Betti.
Mr. Peck read the legal advertisement into the record.
Attorney Betters, Withington and Betters, representing the petitioner said that the petitioner is requesting to construct Town House condo units that are deed restricted to persons 55 years and old. The petitioner filed a similar petition last year and that petition was denied. There is an appeal pending in Land Court that will be withdrawn if this new petition is approved. The issues from the last petition have been addressed; the drainage has been corrected on Nicks Rock Road. Changes have been made to the footprint and height of the buildings.
Mr. Shaw. Associated Engineers of Plymouth, said the driveway parking and the duplex will remain the same. The new construction is 16’ below the street level.
Mr. Metcalfe, Jeffrey M. Metcalfe, R.A., reviewed the units. The buildings will be 1 ½ story cape design.

Attorney Betters, said that one bedroom is on the first floor and one bedroom is on the second floor. All units will have two-bedrooms.

Mr. Main made a motion to grant Case No. 3514 with conditions.
Mr. Betti seconded.
Granted 4-1. Mr. Peck opposed.
