Zoning Board of Appeals Minutes Janaury 3, 2007
MEMBERS PRESENT: Peter Conner, A. Wendy Longo, William Keohan, Michael Main, and Marc Betti.  

MEMBERS ABSENT: David Peck and Robert Richard

Mr. Conner called the meeting to order and explained the procedures for the evening.

Mr. Keohan read a disclosure statement regarding his actions prior to the ZBA meeting.

Mr. Conner asked the petitioner’s representative if he would like to proceed with the case with Mr. Keohan acting on the case.

Attorney Angley replied that he would go forward with the presentation.  

CASE NO. 3395 – PLYMOUTH DOB, LLC – SANDWICH STREET

Sitting: Peter Conner, Wendy Longo, William Keohan, Marc Betti, and Michael Main.

Mr. Keohan read the legal advertisement into the record.

Attorney Angley, representing the petitioner’s, referred to a written presentation on file in the ZBA office.

Mr. Monanaro, Registered Engineer, Cubellis Corp., reviewed the site.

Mr. Pelletier, Project Manager, DiGiorgio Associates, Inc., said the buildings will be connected via an underground tunnel.  The peak windows will match the hospital.  The bricks will match.  Mechanicals will be screened.  The building will be lower than 35 feet. There will be a covered drop off area.  Obery Street is the main entrance to the hospital.  

Mr. Hensen, Landscape Architect, said visual buffering will be seen immediately.  Any disturbed areas will be covered with a meadow mix.   The petitioner will work with any concerned parties to assure that the buffering is placed in the correct place.

Mr. Müller, Traffic Engineer, GPI, said it is important to note that the medical office building has been proposed for a number of years.  Traffic studies back to the year 2000 have all included the medical office building,.

Mr. Winn, GPI, reviewed the data from the traffic study recently performed.  The study included daily traffic counts on Obery Street during peak hours.  The accident rates were less than state wide stats.  The site distances were reviewed.  There will be less traffic on Sandwich Street because of the entrance on Obery Street.

Mr. Müller said the traffic study was over estimated because the hospital interaction was not taken into consideration.  The increase in the delay time is on the hospital driveway not on Obery Street.

Mr. Knight, Jordan Hospital CEO, said the medical office building has been part of the hospital plan for at least five years.  Specialist need an on site campus.  Jordan Hospital is the only hospital north, south, east or west of Plymouth that does not have a medical office building on site.  

Dr. Durante, petitioner, said that he has to drive back and forth from his off site office to the hospital every day.

Dr. Johnson, petitioner, said that in order to attract specialist to this area an on-site medical building is needed.   

Attorney Angley continued with his written presentation.

Mr. Main made a motion to continue the hearing to January 10, 2007 at 7:30 p.m.

Mrs. Longo seconded.

Unanimously continued.
