MEMBERS PRESENT: Peter Conner, William Sims, Patrick Mulvey-Welsh, Wendy Longo, Michael Main,
Robert Richard and David Peck.
Mr. Conner called the meeting to order and explained the procedures for the evening.
Case No. 3328 – Conifer Realty Trust – off William Gould Way – continued from November 16, 2005
Sitting: Peter Conner, Patrick Mulvey-Welsh, Wendy Longo, Robert Richard, and Michael Main.
Mr. Shaw, Associated Engineers, representing the petitioner said that part of this project first appeared as Waterhouse LLC. The Confier Realty Trust project is across the street from the Waterhouse project. The Waterhouse permit is under appeal. No truck traffic is permitted to go through Kingston. The conditions can be the same as Waterhouse.
Mr. Richard asked the petitioner if he know the status of the intersection.
Mr. Shaw replied that several meetings had taken place and as soon as the land becomes available a resolution will take place.
Public comment in opposition.
Paul Garvin
Mr. Shaw said that he was speaking about a haul road and that when the hauling was complete the land would be put back.
Hearing closed.
Case No. 3343 – Joseph Bonanno – Taylor Avenue
Sitting: Peter Conner, Bill Sims, Bob Richard, Wendy Longo, and Patrick Mulvey-Welsh.
Mr. Richard read the legal advertisement into the record.
Mr. Bonanno said that he purchased the home in 2001. Building permits were issued to remodel the dwelling. During the price quote it was determined that more than 50% of the structure needed to be demolished. Coastal Restoration advised the petitioner to demolish the cottage completely.
Mr. McMichael, Coastal Restoration, said that the dwelling would have to be lifted to pour the basement and then put back on the pilings. The equipment that would be needed to lift the dwelling would be larger than the equipment needed to rebuild. The original construction is in poor condition and it would cost more to just demolish and rebuild the dwelling.
Mr. Sims asked the petitioner if he knew the purpose of the Planning Board’s recommended denial.
Mr. McMichael replied that he was not sure, they just don’t want any work done in that area.
No public comment offered.
Hearing closed.
Case No. 3342 – Dana Heilman – Cordage Park Circle
Sitting: Peter Conner, William Sims, Wendy Longo, Robert Richard, and Patrick Mulvey-Welsh.
Mr. Richard read the legal advertisement into the record.
Mr. Metcalfe, Jeffrey M. Metcalfe, R.A., representing the petitioner said that the proposed location of the restaurant is the right front corner of the “Clock Tower” building. The location was previously permitted for a restaurant so most of the work is already done. There is a handicapped accessible entrance. An exterior patio is planned for the future. The coolers are already there.
Mr. Sims asked Mr. Manfredi why this applicant had to appear before the Board if the location was already approved for a restaurant.
Mr. Manfredi replied that the restaurant never opened and the permit expired.
No public comment.
Hearing closed.
