The Board approved the minutes of November 10, 2014 as presented.

B437 – Pinehills LLC – Plan* Endorsements
        Ships Lookout
        Sacrifice Rock Rd, Long Ridge Rd, Climber’s Path, Walking Stick and Kensington
B437 - Pinehills LLC – Release of Covenant*:
Lots 11-285, 11-286, 11-287, 11-288, 11-302, 11-303, 11-304, 11-305, 11-308, 11-309, 11-310, 11-311, and 11-318 through and including 11-339.
The Board approved the endorsement of the plans for the Ships Lookout and Kensington et al neighborhoods and the lot release for the above-mentioned lots in the Kensington neighborhood as presented.

Form A Plans*:
The Board determined that the following Form A Plans were entitled to endorsement:
A4513 – Pinehills LLC, Kensington neighborhood Map 78B – Lot line adjustments to 23 lots
A4514/B583, RDD – John and Judi Dick Zamperini, 100 Sandy Pond Road, Map 127, Lots 5 and 60-59 – Divide to create lots 5-1, 5-2 and 60-59-1

B583 – Zamperini – Open Space Covenant*
The Board agreed to endorse the open space covenant for B583 – Zamperini as presented.

B497 - Bog View Estates – Guarantee Release
The Board approved a guarantee release in the amount of $1,036.86 for the completion of B497 – Bog View Estates

B543 – AD Makepeace – Release of Covenant*:
The Board agreed to release Lots 4-69 and 4-70 – River Birch Way from the covenant for the Redbrook/River Run development.

Tim Grandy moved for the Board to approve the Administrative Notes as presented; Ken Buechs second; the vote was unanimous (5-0).  

Site Plan Review
        Spring Hill Apartment Complex, Summer Street
        Pool and Fitness Center
The Board received the following documentation for this review:

Proposed Site Improvement Plan dated November 12, 2014
Mark Bartlett, Fay, Spofford and Thorndike, presented a site plan for improvements to the courtyard at the Spring Hill Apartment Complex including a fitness center, swimming pool and parking area.
Marc Garrett noted that an appeal has been filed on an adjacent piece of property to determine whether a stream that runs through both sites is an intermittent or perennial stream.  Mr. Garrett suggested that a note be added to notify the Building Commissioner that the Board was aware of the appeal.   
Mr. Hartmann stated that he would also have the Conservation Agent review the proposed site plan.
Marc Garrett moved for the Board to notify the Building Commissioner that the site plan will comply with the minimum requirements of the Zoning Bylaw once the following items are addressed:
A Registered Professional Engineer must certify that the drainage system and parking areas have been installed according to accepted practices and in compliance with the Zoning By-law and the approved site plan.
Lighting is to comply with Section 205-65 Prevention of Light Pollution of the Zoning Bylaw. Compliance must be documented. Light poles should not exceed 15 feet in height.
The Town Engineer must approve the drainage design and system.
Please note that the Planning Board is aware that the Conservation Commission’s determination, that the adjacent stream to the north that runs under this property is intermittent is currently under appeal.
Malcolm MacGregor, second; the vote was unanimous (5-0).  

Public Hearing:  (cont. from 7/28, 9/8, and 9/29)
        Little Herring Pond Road Extension
        Special Permit for VOSD, Adequate Facilities and Inclusionary Housing in order to create 10 residential lots with open space, and associated infrastructure
Continuance Requested
The Board received the following documentation for this review:
Letter from Atty. Robert Betters dated November 12, 2014
Atty. Robert Betters requested a continuance for B591 – Little Herring Pond Road Extension and informed the Board that he is working with the Chair of the Community Preservation Committee (CPC) to identify an appraisal firm to determine the feasibility of acquisition by the Town.
Malcolm MacGregor moved to continue the public hearing to December 15, 2014 at 7:30 p.m.; Marc Garrett, second the vote was unanimous (5-0).
