Draft vote on revised Lot Configurations
Phil Cronin presented a field modification to revise the Road “A” location and the re-location of one house to the opposite side of the hammerhead on Road “A”.  The proposed modification would preserve several significant trees.  Three of the units would remain on the easterly side of Road “A” and these three lots would be increased in size.  The four units along Road “A” will have individual parking consisting of a single vehicle garage under the units and a driveway rather than having all the parking located across the road as shown on the original plan.  The modifications will allow for a more village type setting.  Two of the dwellings on Road “A’ will be affordable housing units.  In the future, a similar modification may be requested for the units along South Street.   
Valerie Massard stated that she visited the site with the developer to view the trees that are flagged for preservation and the modification provides a meaningful layout of the proposed buildings.  
The Board was very supportive of the proposed modifications and the efforts to preserve significant trees while creating a more cohesive subdivision.
Bill Wennerberg moved for the Board to approve the field modifications as shown on the plan presented with the following conditions:
The Planning Board shall review and approve the proposed configuration for Road B prior to Building Permits and
The affordable units, two on Road A and two on Road B, will be dispersed throughout the market-rate units.
All other conditions remain in full force and effect.
The vote was unanimous (5-0).

Paul McAlduff moved for the Board to appoint Frank Werny to the Open Space Committee; the vote was unanimous (5-0).   

B515 – Nestle Down
        Street tree planting alternative

Landscape Plan dated October 17, 2011
David Foster, Foster Landscape Design, presented plans to modify the landscape design for B515 - Nestle Down.  The original landscape plan showed trees lining the roadway layout at 50 ft. intervals.  The revised plan details a low stone retaining wall and statement plantings on the left side of the entrance way, trees and shrub plantings clustered throughout the development; plantings within the cul-de-sac islands, and plantings to screen utility boxes.  A number of significant trees will be preserved during construction.  Mr. Foster stated he would like to work with the topography of the site rather than restricting plantings to within the roadway layout.  The plant list proposed is similar in species to the original plant list.  
Patrick Farah stated that the original plan showed 63 trees and 64 shrubs and the proposed plan reduces the number of trees to 50 and shrubs to 29.  The plan submitted doesn’t show the road layout which needs to be staked.  According to the Subdivision Rules and Regulations, the street tree plantings should be within the road layout.  Staff has recommended the following conditions:
The plantings shall be placed within the street layout, with the exception of: (a) the plantings at the drainage area between Lot 21-6 and 21-7; (b) Lot 21-1 and (c) Lot 21-13.  The street layout and drainage area shall be staked, and proposed planting locations approved by the Town, prior to planting.  
Fifty (50) trees shall be identified on the final Landscaping plan, and fifty (50) shrubs – 21 additional to the plan referenced herein, shall be shown, with the 21 additional shrubs to be located on the undeveloped properties.
Existing trees shown on the landscaping plan (with the exception of: (a) the plantings at the drainage area between Lot 21-6 and 21-7; (b) Lot 21-1 and (c) Lot 21-13) will not contribute toward the street tree planting, and additional tree plantings will be required to replace the same.
Larry Rosenblum struggled with the merits of requiring the landscaping within the road layout.  
Bill Wennerberg felt that it would be better to try to retain as much original vegetation as possible while incorporating the new landscaping into the unique topography of the site.  
Tim Grandy felt that the required landscaping should be closer to the number of plantings shown on the original plan.  Mr. Grandy felt that as the development progresses staff should review the lots on an individual basis to determine number and location of plantings necessary.  
Paul McAlduff agreed that the number of plantings should be more consistent with the original plan.  Mr. McAlduff was supportive of the developer working with the topography of the site to locate the plantings.
Marc Garrett was supportive of the approach of working with the topography of the site.  Mr. Garrett had a question about the type of plants to be used where it shows Ilex and Cornus on the plans.
Mr. Foster replied that he intends to use winterberry and white flowering dogwood.    
Larry Rosenblum moved for the Board to support the modification as presented with the following condition:
Fifty (50) shrubs – 21 additional to the plan referenced herein, shall be located on the undeveloped properties where appropriate, as approved in the field by Planning staff on a lot-by-lot basis prior to individual lot release.
The vote was unanimous (5-0).    

Tim Grandy moved to adjourn at 7:39 p.m.; the vote was unanimous (5-0).
