Administrative Notes:
The Board approved the minutes of December 7, 2009

The Board recommended that the clerk sign the following A Form plan:
A4353 – William B III and Nancy Stearns, Federal Furnace Road, Map 99, Lots 3-1 (2.22 A), 3-6 (1.27 A), and 3-9 111.29 A)–  Incorporate lot 3-6 into 3-9 to create lot 3-12 (112 A) and divide lot 3-1 into 3-10 (67,988 sf) and 3-11 (30,173 sf)

Malcolm MacGregor moved for the Board to approve the Administrative Notes as presented; the vote was unanimous (3-0).

BOA 3568 – Albert White
        Lois Street/Map 15, Lots 17, 18, and 19
Lee Hartmann presented a request for a special permit for accessway in order to construct a single family home on Lois Street.
Malcolm MacGregor moved for the Board to recommend approval to the Zoning Board of Appeals for BOA 3569 – Albert White, subject to the following conditions:
The plans shall be reviewed by the Town Engineer prior to issuance of a building permit.
The applicant agrees to repave to the standards of the Department of Public Works approximately 200 feet of Lois Street from Margerie Street to the vicinity of Ashley Street.
Said improvements shall be overseen by a registered professional engineer, to the satisfaction of the Town Engineer and Building Inspector.  Said improvements shall be certified to have been completed as depicted on the approved plans by a registered professional engineer, and said improvements shall be accepted by the Building Commissioner prior to issuance of a building permit.
The vote was unanimous (3-0).

BOA 3569 – Ronald J Ferioli
        66 Federal Furnace Road/Map 98, Lot 28E
Atty. Robert Betters, Doug Crociati and Greg Brenner presented a request for a Special Permit t change a non-conforming structure and non-conforming use in order to convert an office/workshop/manufacturing use to an office/sign fabrication use.   
Malcolm MacGregor moved for the Board to recommend approval to the Zoning Board of Appeals for BOA 3569 – Ronald J Ferioli, subject to the following conditions;
Retail sales operations are not allowed on-site.
Sign trailers shall be stored within the fenced area and there shall be no other outdoor overnight storage of vehicles on-site.
The fenced area shall be screened with landscaping or lattice/vinyl inserts.
The vote was unanimous (3-0).  



BOA 3570 – MetroPCS Massachusetts LLC
       Cedar Hill Park Drive/Map 55, Lot 37A-2
Lee Hartmann presented a request for a Special Permit to exceed the height requirement in order to attach a 9.6 foot antenna array to an existing 79.4 foot NStar utility tower.  
Malcolm MacGregor moved for the Board to recommend approval to the Zoning Board of Appeals for BOA 3570 – MetroPCS Massachusetts LLC, subject to the following conditions:
There is to be no additional lighting for the tower.
Landscaping approved by the Zoning Board of Appeals is needed around the concrete pad to properly screen it from view.
If technically feasible, space is to be made available at no cost to the Town of Plymouth for municipal purposes on the tower for antennas and at the base for equipment.
The vote was unanimous (3-0).  

Malcolm MacGregor moved to adjourn at 1:55 p.m.; the vote was unanimous (3-0).
