        MINUTES OF THE MEETING
        January 6, 2015

The Plymouth Conservation Commission held its regularly scheduled meeting on Tuesday, January 6, 2015 at the Plymouth Town Hall, 11 Lincoln Street, Plymouth, MA 02360.  Present were Evelyn Strawn, Chairperson, Gerre Hooker, Vice-Chairman and Commissioners, Joshua Bows, Frank Drollett, David Foster and John Moran.  The Conservation Planner, Richard Vacca and the secretary Michelle Turner, were also present

7:00 PM  Dennis Kerkado, 169 Bettencourt Road, Parcel ID 096-000-063-012.  A Request for Determination of Applicability to upgrade a septic system in the buffer zone of King’s Pond.

Mark Flaherty of Flaherty & Stefani, represented the applicant and explained the project.  
No public comment was made.
Gerre Hooker motioned to issue a negative determination.  Approved unanimously.

7:10 PM     Donald and Rita K. Mulcahey, 37 Oak Bluff Circle, Parcel ID 054-000-003-029.  A Notice of Intent to relocate an existing dwelling away from the top of an eroding Coastal Bank, including utilities, amenities, grading and re-vegetation.  The newly relocated dwelling will be outside of the 100 ft. buffer zone.

Mark Flaherty of Flaherty & Stefani, Inc. represented the applicant and explained the project.
MF explained the construction series as noted on the plan.  All retaining walls will be dismantled.  Trees may have to come down, most are outside of the septic system.  New septic system
No Public comment:
Gerre Hooker motioned to approve the project with conditions.  Approved unanimously.

7:20 PM     George and Emily Snow Davis, 60 Morgan Road, Parcel ID 069-000-073-002.  A Notice of Intent to construct a new dwelling, including utilities and amenities, within the buffer zone of Long Pond.  The project also includes tree maintenance within the buffer zone.
A waiver is requested to work within the 35-50 foot buffer zones
This project is subject to review by the Natural Heritage and Endangered Species Program and MESA.

Mark Flaherty of Flaherty & Stefani, Inc. represented the applicant and explained the project.
Property owner and builder (Les Plimpton) were present along with several neighbors.

Mark Flaherty began the presentation.
Morgan Road is a dirt road and he explained the location of the site.  The Davis’s are considering a permanent move to Plymouth.
Land elevation ranges from 100 to 64 (near the pond edge).
Constant grade from the street down to the pond.  Mark suggested to the Davis’s that the driveway be no steeper than 10 percent.  One story house with walk out lower level including a breezeway and a 3-car garage.  Brad Holmes of ECR delineated the wetlands.
There is an existing seasonal dock and a boathouse that was previously permitted.
There is an old George Washington beech tree they hope to save.
Mark noted the 35 and 50 ft. buffer zones.
Mark also explained how the drainage on the site would be captured.
Some trees and general vista pruning is requested within the 35 ft. buffer zone.
Grading is proposed within the 35 to 50.
David Foster asked about the landscaping onsite, which he perceived as minimal.
It was noted that the letter from Natural Heritage Endangered Species has not been received.

Public Comment
Lawrence “Pompy” Delafield, 76 Morgan Road, commented about the location of the septic system, due to a disturbance of that area.  
Sam Chapin, 30 Morgan Road, noted that he was involved in the permitting of the boathouse in 2002
Les Plimpton, contractor, built the boathouse and noted that all conditions were complied withd as will the conditions of this approval.
Les Plimpton also reported that The Wildlands Trust is supportive of the project.
Charlotte Russell asked for clarification of the well location and supported the project..
Public comment was closed

Gerre Hooker motioned to approve the project with conditions, including receipt of response letter from NHESP and any conditions that are imposed.

7:30 PM     Stephen Prada, 181 Herring Pond Road, Parcel ID 057-000-007A-003.  A Notice of Intent to construct an addition with amenities to an existing single family dwelling, including associated site work, in the buffer zone of Great Herring Pond.
Letter from John Farren, PLS was read into the record requesting to withdraw the Notice of Intent  Approved unanimously.

SE57-2745     John N. Alekna and Norma J. Pariseau, 19 Chapman Lane, Parcel ID 048-000-024-006.  A Notice of Intent to construct an addition to the existing single family dwelling, including amenities, within the buffer zone of an inland bank of Fresh Pond.
David Foster motioned to approve the Order as written.  Approved unanimously.

SE57-2747     Gary Blume, 611 Bourne Road, Parcel ID 124-000-001-001, 124-000-001-002.  A Notice of Intent to demolish the existing dwelling and construct a new dwelling with amenities, in the buffer zone of Ezekiel’s Pond.
David Foster motioned to approved the Order as written.  Approved unanimously.
