MINUTES OF THE MEETING
        December 23, 2014

The Plymouth Conservation Commission held its regularly scheduled meeting on Tuesday, December 23, 2014 at the Plymouth Town Hall, 11 Lincoln Street, Plymouth, MA 02360.  Present were Evelyn Strawn, Chairperson, Gerre Hooker, Vice-Chairman and Commissioners, Joshua Bows, Frank Drollett, David Foster and John Moran.  The Conservation Planner, Richard Vacca and the secretary Michelle Turner, were also present

Administrative Business – May include topics not reasonably anticipated by the Chair 48 hours in advance of the meeting

7:00 PM     John N. Alekna and Norma J. Pariseau, 19 Chapman Lane, Parcel ID 048-000-024-006.  A Notice of Intent to construct an addition to the existing single family dwelling, including amenities, within the buffer zone of an inland bank of Fresh Pond.

Mark Flaherty of Flaherty & Stefani, Inc. represented the applicant and explained the project.  Addition will be 65 ft. from the top of inland bank.  Concern of the homeowner is the drainage that runs down from the street.  A stone swale is proposed to slow the water down, to be located in an existing grassy area.  
Public Comment:
Letter was read from Brian Alosi supporting the project.
Neighbor Ann Tierney of 20 Chapman Lane, was present and stated her support of the project.
Public Comment closed.
Gerre Hooker motioned to approve the project with conditions.  Approved unanimously.

7:10 PM     David and Carole L. Clark, 77 Trails End Cove Road, Parcel ID 057-000-042-002.  A Notice of Intent to demolish the existing dwelling and construct a new two-story dwelling with amenities and utilities, within the buffer zone of Great Herring Pond.
A waiver is requested to work within the 35-foot no-touch buffer zone.
This project is subject to review by the Natural Heritage and Endangered Species Program and MESA.

Mark Flaherty of Flaherty and Stefani, Inc. represented the applicant and explained the project.
New house will be similar in style to existing dwelling.  SS will be replaced; leaching area will be outside the buffer zone.   Mark explained the rain garden proposed that will help control some of the sediment from the stormwater runoff to the pond.  Vegetation is proposed within the 35 ft. buffer zone due to the waiver request.  
Rain garden schedule noted on the plan should be perpetual in the OOC.
Public Comment.
Philip O’Coin, 75 Trails End Cove Road stated support for the project.
Public Comment was closed.
Noted that response from NHESP has not yet been received.

Gerre Hooker motioned to continue the hearing to January 13, 2015 at 7:05 PM (for receipt of NHESP response letter).  Approved unanimously.

7:20 PM     Gary Blume, 611 Bourne Road, Parcel ID 124-000-001-001, 124-000-001-002.  A Notice of Intent to demolish the existing dwelling and construct a new dwelling with amenities, in the buffer zone of Ezekiel’s Pond.

William Shaw of Associated Engineers of Plymouth, Inc. represented the applicant and explained the project.  He noted the prior filing for septic system upgrade.
No public comment was made.
Gerre Hooker motioned to approve the project with conditions.  Approved unanimously.

7:30 PM  Proposed Land Swap presentation
By:  Tom Melehan, Renewable Energy Development Partners
Mr. Melehan was present and explained the solar project.  Consensus was that the Commission would accept the parcel is formally requested, at a later time.  It was noted that this swap was contingent upon positive Town Meeting action at spring 2015 meeting, which Mr. Melehan has reserved an Article for.

7:40 PM EXECUTIVE SESSION

EXTENSION PERMIT:
SE57-2253, William Harrington, 85 Ellisville Road, new single family dwelling w/coastal stone revetment.
David Foster motioned to approve the extension, 3 year.  Approved unanimously.

ORDERS OF CONDITIONS:
SE57- 2744 Robert and Rosemarie O. Daniello, 6 Ice House Road, Parcel ID 098-000-092-002.  A Notice of Intent to construct a new carport over an existing asphalt driveway, a new storage unit, and add to an existing deck, within the buffer zone of Billington Sea.  
A waiver is requested to work within the 35-50 foot buffer zone.
David Foster motioned to approve as written.  Approved unanimously.
