Conservation Commission Minutes 11/25/2014
The Plymouth Conservation Commission held its regularly scheduled meeting on Tuesday, November 25, 2014 at the Plymouth Town Hall, 11 Lincoln Street, Plymouth, MA 02360.  Present were, Gerre Hooker, Vice-Chairman and Commissioners, Joshua Bows, Frank Drollett, David Foster and John Moran.  The Conservation Planner, Richard Vacca and the secretary Michelle Turner, were also present
The Chairperson, Evelyn Strawn was absent.

7:00 PM     Sara Tallman, 223R Jordan Road, Parcel ID 080-000-004-001A.  A Notice of Intent filed post facto in response to an Emergency Permit to replace a failed equalizer pipe and the reconstruction of a roadway dike, within the resource of land under a water body and in the buffer zone of a bordering vegetated wetland of Cold Bottom Pond and an Isolated Vegetated Wetland.
This project is also under review by the Natural Heritage and Endangered Species Program and MESA.
Sara Tallman was present but staff member Richard Vacca explained the project.
Letter from NHESP was read into the record – no take.  RV recommended that the hearing be closed.
No public comment was made.
David Foster motioned to approve the project with conditions.  Approved unanimously.


7:05 PM    Corporation of the Presiding Bishop of The Church of Jesus Christ of Latter-Day Saints, 747 and 741 Federal Furnace Road, Parcel ID 099-000-001-005 and 099-000-001-006.  A Notice of Intent for the construction of a church and associated utilities and amenities, in buffer zone of an Isolated Wetland. This project also includes a re-vegetation plan within the Riverfront area of an unnamed brook.
Mark Flaherty of Flaherty & Stefani, Inc. represented the applicant and explained the project.  
Small IVW is present – most work is outside of the 50 ft. buffer zone.  Bog and unnamed brook is also present.
Sand and gravel was disturbed in the soutther corner of the lot that the Planning Board would like to be restored.  Planting plan and erosion control plan was presented to protect the IVW.  Church would like to be able to keep the wetland clean of debris.  
MF noted that the test pits for ground water is at elevation 17.
No public comment.
David Foster motioned to approve the project with conditions.  Approved unanimously.


The next 3 hearings were continued to a date and time to be determined, as we await the report of the engineering peer review, Kirk Bosma of The Woods Hole Group.

7:20 PM    David M. and Elizabeth H. McCarthy, 50 Center Hill Road, Parcel ID 050-000-024-003.  A Notice of Intent to seek approval for any/all post-facto construction modifications made vs. the original site plan for the coastal stone revetment including amenities, within the resource of a Coastal Bank.  No new work is proposed.

ORDERS OF CONDITIONS:

SE57-2736  David A. and Joan E. Botte, 40 Blueberry Road, Parcel ID 123-000-000G-004.  A Notice of Intent to demolish the existing dwelling and construct new single family dwelling, including utilities and amenities within the buffer zone of Big Sandy Pond and an Isolated Vegetated Wetland.  The project also includes a seasonal dock within the resource of Big Sandy Pond.
David Foster motioned to approve as written.  Approved unanimously.

SE57-2737         The Concetti Family Nominee Trust, Bernadette and Peter Concetti, Trustees, 64 Vine Brook Road, Parcel ID 045-000-002-180.  A Notice of Intent to upgrade a septic system within the buffer zone of Bartlett Pond.  Project also includes the demolition of an eroding concrete retaining wall and construction of a stone boulder retaining wall.
David Foster motioned to approve as written.  Approved unanimously.

Enforcement Update
Richard Vacca reported a violation at the Moose lodge on State Road.  Filling approximately 10,000 square feet to create horseshoe pits.

Richard Vacca reported a violation on Peter Road clear cutting to the pond Pinewood Lake to create a beach area.
