The Plymouth Conservation Commission held its regularly scheduled meeting on Tuesday, October 7, 2014 at the Plymouth Town Hall, 11 Lincoln Street, Plymouth, MA 02360. Present were Evelyn Strawn, Chairperson, Gerre Hooker, Vice-Chairman and Commissioners, Joshua Bows, Frank Drollett, David Foster, John Moran, and Brooke Monroe.
The secretary Michelle Turner, was also present
Brooke Monroe and John Moran were absent.
Richard Vacca, Conservation Planner, was also absent.

This project is subject to review by the Natural Heritage and Endangered Species Program and MESA.
Mark Flaherty, PE, Flaherty & Stefani, Inc. represented the applicant and explained the project.
There was no public comment made.
Letter from NHESP was read into the record, indicating this project will have no adverse effect.

Mark Flaherty, PE, Flaherty & Stefani, Inc. represented the applicant and explained the project to construct additions to the dwelling.
The applicants/property owners were present including the contractor, Richard Flood.
Since work was proposed within the 50 ft. no-touch zone, the plan included additional plantings to offset the construction.
There was no public comment made.

7:15 PM Plymouth Yacht Club, 34 Union Street, Parcel ID 020-000-184C-000. A Notice of Intent to expand the existing float storage area, including grading and the construction of a retaining wall, within the buffer zone of a Coastal Bank to Plymouth Harbor.
The applicant requests a waiver to work within the 35’ “No-Touch” buffer zone.
Mark Flaherty, PE, Flaherty & Stefani, Inc. represented the applicant and explained the project.
Several Plymouth Yacht Club representatives were also represented including the contractor Wayne Forcaniari of RAWF.
Mark Flaherty showed the area where the storage of the floats would be. Plantings were offered in lieu of the construction within the 35 ft. buffer zone, including removal of invasive plant species.
No public comment was made..

Chairwoman said that the 3rd party review has not been completed and asked for a continuance. Applicant asked for permission to pursue a coastal consultant and submit their qualifications to the Conservation staff. Conservation agreed to this request.
