MINUTES OF THE MEETING
July 26, 2011

The Plymouth Conservation Commission held its regularly scheduled meeting on Tuesday, 2011 at the Plymouth Town Hall, 11 Lincoln Street, Plymouth, MA 02360.  Present were Evelyn Strawn, Chairperson, Gerre Hooker, Vice-Chairman and Commissioners James Aimone, and Paul Withington.  Staff member and recording secretary Michelle Turner, was also present.
Absent:  Brooke Monroe, John Scagliarini, David Foster

7:30 Public Hearing begin.

7:30 PM Holbrook Realty Trust, Peter R. Holbrook, Sr., 67 Old Beach Road, Parcel ID Nos. 048-049-007-000, 048-049-000B-001.  A Request for an Amended Order of Conditions for DEP File No. SE57-2401 to construct stone steps down the stone ramp at the landing and for the post-facto construction of a set of wooden beach stairs, within the resource of a coastal beach and coastal bank.  Project also includes a new set of coastal stairs for the southerly dwelling of Lot 49-7.
J. Randolph Parker of LMSI and Churchill Landing Association members Barry Pike and Myra Jackson were also present to answer questions.
Randy Parker presented a revision to the association access to show stepping stone rather than mortaring that area of the access.  
No public comment made.\
Gerre Hooker motioned to approve the request for amended Order of Conditions.  Approved unanimously.

7:40 PM David M. & Elizabeth H. McCarthy, 50 Center Hill Road, Parcel ID No. 050-000-024-003.  A Notice of Intent for the Post-Facto construction of a deck with roof overhang and a stoop/deck with steps, within the resource of a coastal bank.
A letter from Attorney Adam Brodsky was read into the record requesting a continuance to August 23, 2011.
No public comment was made.
Gerre Hooker motioned to accept the request for a continuance until August 23 at 7:50 PM.
Approved unanimously.

7:50 P.M.       Wolfgang & Sara Burkhardt, 134 Bay Shore Drive, Parcel ID No. 043-000B-109-000. A Request for Determination of Applicability for the post-facto upgrade of a septic system in the buffer zone of the top of a coastal bank.
No presentation required.  No public comment.  Work has been completed
Gerre Hooker motioned to issue a negative determination.  Approved unanimously.

7:55 PM Aaron Amaro, 85 Sea View Drive, Parcel ID No. 049-003-140-000.  A Notice of Intent to upgrade a septic system with associated grading and to construct a second floor dormer addition in the buffer zone of the top of a coastal bank.
No presentation required.
No public comment.
Gerre Hooker motioned to approve with conditions.  Approved unanimously.

8:00 PM Richard Reise Doherty, 65 Sandy Beach Road, Parcel ID No. 120-000-001-112.  A Request for Determination of Applicability to upgrade a septic system in the buffer zone of the top of an inland bank of White Island Pond.  
No presentation required.
No public comment.
Gerre Hooker motioned to issue a negative determination.  Approved unanimously.

8:05 PM Bruce & Love Howard, 18 Hog Rock Road, Parcel ID No. 087-000-027-000.  A Notice of Intent to renovate an existing single family dwelling, including new footings, roof, siding, windows, chimney, well, septic system upgrade, reconstruct the deck with added roof and screens.  Project also proposes a vegetation management plan and landscaping, all within the buffer zone of bordering vegetated wetlands of Boot Pond and for the permitting and replacement of a dock and float system in the resource of Boot Pond.
This project is also subject to review by Natural Heritage Endangered Species Program and MESA.

Brad Holmes of Environmental Consulting and Restoration represented the applicant and explained the project.  He described the wetlands onsite, pond, bvw, cranberry bog, inland bank.  Project involves a total dwelling renovation, septic system, landscaping, repair and permitting of dock. The proposal, however, does not include any expansion of the dwelling footprint.  All debris will be removed from the site.  Erosion controls will be in place.  
Well is in good order, but a new pump chamber/house will be constructed.    Dock will be rebuilt in the same “T”-style dimension and will be removed seasonally.
Public Comment:
Alan Howell of Edgartown, MA, abutters to the property, supported the project.
Wedge Bramhall, the listing realtor and also whose family is an abutter, also stated his support of the project.
Public comment closed.
James Aimone motioned to approve the project with conditions.  Approved unanimously.
