MINUTES OF THE MEETING
June 7, 2011

The Plymouth Conservation Commission held its regularly scheduled meeting on Tuesday, June 7, 2011 at the Plymouth Town Hall, 11 Lincoln Street, Plymouth, MA 02360.  Present were Evelyn Strawn, Chairperson, Gerre Hooker, Vice-Chairman and Commissioners James Aimone, David Foster, Brooke Monroe. John Scagliarini and Paul Withington.  The Conservation Planner, Elizabeth Sullivan and the recording secretary Eileen Hawthorne were also present.

7:00 PM Administrative Business
7:30 P.M.       Public Hearings

7:30 PM McGraw Gurnet Family Trust, Heather Esposito, Trustee, One Willoughby Lane, Gurnet, Parcel ID No. 132-000G-081-000. A Request for Determination of Applicability for the construction of an agricultural/irrigation well, in the buffer zone of the top of a coastal bank.
Heather Esposito, Trustee of McGraw Gurnet Family Trust represented the applicant.
Staff Elizabeth Sullivan said that the well is proposed 50 feet from the top of the bank.
Ms. Esposito said that this water is not tested for potability, it will be used for filling cesterns flushing toilets, washing dishes after boiling.  Well is hand-dug 18 ft. down.
No public comment.
Gerre Hooker motioned to issue a negative determination.  Approved unanimously.

7:35 PM Camp Bournedale, Arnold Gerson, 110 Valley Road, Parcel ID No. 056-000-078-000.  A Notice of Intent for placement of beach nourishment on the shoreline of Great Herring Pond.
Marc Garrett of The Garrett Group, represented the applicant and explained the project for the replacement of washed beach nourishment.  This is to be new sand, sieve, sieve analysis of sand to match grain size.  Area affected is 7200 square feet of inland beach and  six inches of top dress sand- working to the water.  The timeframe for placement, as requested by DEP, will be between April 1 and June 30.  It was requested that a condition include a work plan, storage of materials and distribution onsite.

Mr. Garrett said work would probably commence late fall.  Beach area is not being enlarged, same footprint.
Public comment:
Abe Von Goeller, abutter on the east side of Great Herring Pond, concern with amount of sand and the size of the trucks .  He corrected a typo in the NOI (36000 cubic feet equals 133 cubic yards).  Mr. Garrett agreed with the typographical error and noted that he had corrected the NOI pages..  Mr. Von Goeller asked how often beach nourishment is done and this is the first time and perhaps again in five years.
Mr. Von Goeller asked about the profiles taken and the various types of sand on this beach.  He also suggested a rain garden or retention pool to control runoff.
Mr. Gerson, the camp owner noted the camp has been in business for 74 years.
Marlene Von Goeler commented that the area is steep with erosion, and grass is being washed away.
Mr. Garrett said the erosion is not dramatic and the creating a rain garden is not necessary as there will be no altering of a wetland resource, but enhancing a man made resource.
Evelyn Strawn said mitigation would be required when there is a change in the wetland
Brian Harrington of Valley Road, on the southern section of beach, commented that the beach is less than 10 ft. wide in this area and what uses were proposed.  Little to not use in that area per Mr. Gerson.  A set of access stairs.
Public comment was closed.
John Scagliarini is concerned that other inland beach property owners will want to bring in sand in future effects on ponds.
Gerre Hooker motioned to approve the project with two additional conditions as discussed.  Approved unanimously.

Review of hearing dates

7:00 P.M.       Administrative Business
Mark Flaherty of Flaherty & Stefani, Inc. submitted a Jurisdictional Opinion (JO) request for Banahan’s on Plymouth Long Beach.  Request to replace damaged lattice and posts (footings) below the deck.
James Aimone motioned to issue a JO, no filing required.  Approved unanimously.

ORDERS OF CONDITIONS:
Camp Bournedale, SE57-2547.  Approved unanimously, as amended.
