MINUTES OF THE MEETING
December 7, 2010
The Plymouth Conservation Commission held its regularly scheduled meeting on Tuesday, December 7; 2010 at the Plymouth Town Hall, 11 Lincoln Street, Plymouth, MA 02360. Present were Evelyn Strawn, Chairperson, Gerre Hooker, Vice-Chairman and Commissioners James Aimone, Brooke Monroe, John Scagliarini and Paul Withington. The Conservation Planner, Elizabeth Sullivan and the secretary, Michelle Turner, were also present.
7:30 PM Robert & Patti Ankstitus, 125G Taylor Avenue, Parcel ID No. 045C-000-012-000. A Notice of Intent to construct an 8 ft. cantilevered deck extension within the coastal beach/dune resource of White Horse Beach.
The applicants, Robert and PattiAnkstitus were present and explained their project. The deck extension was to be cantilevered construction, no footings and believed there would be no impact to the resource and no impedance of sand and water. Mr. Ankstitus said that neighboring homes also built cantilevered decks on the water side of their homes.
Public Comment:
Cheryl Damiano, 129 Taylor Avenue. She did not understand what was new in this proposal compared to the RDA hearing in September. Staff answered saying that the new NOI filing would allow for conditions to be set.

John Scagliarini motioned to approve the project with conditions. James Aimone opposed.
The project was approved by a majority:
7:40 PM Judith Yetman, 138 Shore Drive, Parcel ID No. 050-001-067-000. A Notice of Intent to repair the existing coastal stone revetment to its original condition, in the resource of a coastal bank.
Judith Yetman represented herself for ongoing maintenance on her permitted seawall.
No public comment was made.
Gerre Hooker motioned to approve the project with conditions. Approved unanimously.
7:50 PM Ocean Point Management Trust (Frances Forte), Taylor Avenue – The Dunes at Ocean Point, Plat 46 / Lots 7-29 and 7-31A. A Notice of Intent to incorporate a Beach Management Plan in order to conduct routine and post-storm maintenance including repairs and clean up of the beach, access stairways and boardwalks, in the resource of a coastal beach and dune system of White Horse Beach.
A full description of the Beach Management Plan is available in the Conservation Office.
Randolph Arslanian represented the Association and explained the Beach Management Plan for a general cleanup plan for the beach. Use of heavier equipment may be necessary for cleanup.
Evelyn Strawn questioned removal of boulders and stones and said that would not be allowed with the approval of this Beach Management Plan. The applicant agreed that a new Notice of Intent would be filed if stones were proposed to be added or taken away from the site.
Public Comment:
Bill Panos, 2108 Taylor Avenue concerned that the public access way is not open to the public. Staff said that they would research prior approval permits noting the public access areas.
Mr. Ross, 201 Manomet Point Road. Also expressed concern with the beach access.
Robert Hoey, 203 Manomet Point Road. Asked what would be done with the debris removed from the beach and Mr. Arslanian said debris would be taken offsite.
Public Comment was closed.
Gerre Hooker motioned to approve the project with conditions. Approved unanimously.

8:00 PM Whips Farm Trust, Off Doten Road & Off Clifford Road, Parcel ID No. 042-000-052-000. A Notice of Intent for maintenance of a Bordering Vegetated Wetland (wet meadow), including the removal of non-native invasive plants, annual mowing and improvements of wildlife habitat.
This project is also subject to review by Natural Heritage Endangered Species Program and MESA.
Paul Withington recused himself from this hearing.
Brad Holmes represented the applicant and explained the project to complete the resource improvement project as agreed to with the DEP. Work is 100 ft. back from Howland Pond. This project will improve habitat. Annual mowing will occur.
Gerre Hooker motioned to approve the project with conditions. Approved unanimously
Other Business:
EXTENSION PERMIT:
Joseph Sullivan, 85F Taylor Avenue, SE57-2137 – Staff explained that the State’s recently Permit Extension Act automatically extended this permit from Jan. 2009 to Jan. 2011 and this Extension would approve an additional 3 years.

Paul Withington motioned to issue Extension as requested through 2014. Motion was approved unanimously.

John Scagliarini motioned to deny the Field Change and requested that an amended Order of Conditions be filed. The motion was approved unanimously.
