MINUTES OF THE MEETING
August 10, 2010

The Plymouth Conservation Commission held its regularly scheduled meeting on Tuesday, 2010 at the Plymouth Town Hall, 11 Lincoln Street, Plymouth, MA 02360.  Present were Evelyn Strawn, Chairperson, Gerre Hooker, Vice-Chairman and Commissioners James Aimone, and Paul Withington.  The Conservation Planner, Elizabeth Sullivan and the secretary, Michelle Turner, were also present.

Brooke Monroe and John Scagliarini were absent.

7:30 PM Salvatore & Marilyn A. Calbo, 61 Lookout Point Road, Parcel ID No. 053-000-021-011.  A Request for Determination of Applicability to construct an addition, upgrade a septic system, loam and seed to stabilize; replace the driveway edging and resurface, in the buffer zone of the top of the coastal bank.
Elizabeth Sullivan, represented the applicant and explained the project.  Same project as previously filed 3 years ago but time has elapsed.  Gerre Hooker motioned to issue a negative determination.  Approved unanimously.

7:40 PM 381 Court Holdings & JD Cordage LLC, Joseph Jannety, 381 Court Street, Cordage Park.  Parcel ID No. 001-000-001D-000.  A Request for an Amended Order of Conditions for the demolition of Buildings No. 2 and No. 4 within Cordage Park.  Work will include the demolition, removal of debris and grading, in the buffer zone of Plymouth Harbor.
Bill Rudolph of Cordage Development represented the applicant and explained the job to remove buildings no. 2 and 4.  
Gerre Hooker motioned to approve the request to Amend the OOC.  Approved unanimously.

7:50 PM Bruce R. & Love A. Howard, 735 Long Pond Road, Parcel ID No. 069-000-059-016.  A Remand from Superior Court under the Town of Plymouth Wetlands Bylaw to act on A Notice of Intent to construct a boathouse, including deck, wooden steps and platforms within an inland beach, bank, BVW and flood zone; construction of a seasonal dock, with amenities, within the resources of Long Pond.

No presentation was made.  Discussion ensued over the proposed project.   
James Aimone motioned to approve the project.  Paul Withington opposed the motion.  The motion was approved by a majority. 3 in favor – 1 opposed.

8:00 PM SP Realty Investment Co. / Larry LeBlanc, Little Herring Pond Road, Parcel ID No. 122-010P-1022B-000.  A Notice of Intent to construct a new single family dwelling with amenities including utilities, driveway and stormwater improvements.
This project is also subject to review by Natural Heritage Endangered Species Program and MESA.

Request for continuance read into the recording.  Gerre Hooker motioned to continue the hearing for September 28, time TBD.  Approved unanimously.

VIOLATION NOTICE:
50 Center Hill Road – David McCarthy.  For the construction of a deck on the coastal bank without permits.
Mr. McCarthy represented himself and explained that he did not build the approved deck on his house so he built the deck on the coastal bank.  Gerre Hooker motioned to require removal of the deck within 30 days after Labor Day.  Approved unanimously.

FIELD CHANGE:
Galletti, 122 Drew Road,
James Aimone motioned to approve the field change.  Approved unanimously.


ORDERS OF CONDITIONS:
Bruce and Love Howard, SE57-2447 – No action taken.
318 Court St. Holding/JD Cordage, SE57-2323.  Approved as written.  Approved unanimously.
