MINUTES OF THE MEETING
January 19, 2010
The Plymouth Conservation Commission held its regularly scheduled meeting on Tuesday, January 19, 2010 at the Plymouth Town Hall, 11 Lincoln Street, Plymouth, MA 02360. Present were Commissioners James Aimone, Brooke Monroe. John Scagliarini and Paul Withington. James Aimone was appointed at acting-chairman.
The Conservation Planner, Elizabeth Sullivan and the secretary, Michelle Turner was also present.

7:30 PM Bruce R. & Love A. Howard, 735 Long Pond Road, Parcel ID No. 069-000-059-016. A Notice of Intent to construct a boathouse, including deck, wooden steps and platforms within an inland beach, bank, BVW and flood zone; construction of a seasonal dock, with amenities, within the resources of Long Pond.
This project is also subject to review by Natural Heritage Endangered Species Program and MESA.
John Scagliarini recused himself from the hearing.
Letter from Land Management Systems, Inc., was read into the record requesting a continuance until January 26, 2010 at 7:35 PM.
Paul Withington motioned to continue the hearing, as requested. The motion was approved unanimously.
7:45 PM Jim Hoban, 100 Lake View Boulevard, Parcel ID No. 124-000-001-086. A Notice of Intent to upgrade the existing septic system and for the construction of decks (including post-facto filing for one deck) on the existing dwelling, in the buffer zone of Ezekiel Pond.
Brad Bertolo of JC Engineering represented the applicant and explained the project to replace the leaching pit that is now 50 ft. from the pond and install a 500 gal. tank and pump chamber that will be greater than 100 ft. from the pond. He explained that the deck construction was underway upon the site inspection by the engineers. Penalty fees were assessed and paid. A second deck is also requested. Minimal grading to the lot will be done.2

John Scagliarini motioned to approve the project, with conditions. Approved unanimously.
7:50 PM Town of Plymouth, DPW, Nelson Street, Nelson Memorial Park, Parcel ID No. 010-000-031-000, 010-000-032-000, 010-000-032A-000, 010-000-033A-000, 012-000-024-000, 012-000-057-000. A Notice of Intent for the rehabilitation of Nelson Memorial Park, including relocating parking areas, enhance connection to Seaside Trail, landscaping, pathways, benches, tables, lighting, roadways, boat access, water splash pad for seasonal use. (A complete project narrative is available in the Conservation Office).
David Gould, Acting DPW director represented the applicant and explained the funding sources for the project which are state grants and a community development grants.
Ron Hedrick of Stantec, Project Manager began the presentation. Total Park acreage is 10. This project encompasses 5 acres. Parking at water front will be removed and relocated to the street area. Boat launch (kayak, canoe) remains available in the north corner of the park. Simple auto/bus turnaround will be maintained. Trail head connection will be enhanced.
Danielle Spicer, Project Manager with Stantec described the resource areas.
Plymouth Harbor, beach, tidal creek, salt marsh, barrier beach, bvw and land subject to coastal storm flowage (lscsf).
Proposed work is within buffer of bvw and lscsf. Staying outside of all other resource areas. Updated stormwater treatment has been designed. Discharge will be collected and treated before discharged into the bay.
John Scagliarini asked about the outfall pipe on the south end of the park. A new manhole would be constructed and old pipe would go away. All water discharged would go through the bio retention areas.
Public Comment:
Clare Montanari, represented her mother’s property on Nelson Street. Asked about work on the seawall. No work is proposed other than minor repair and stone stairways proposed.
Lisa Veneer, 19 Russell Ave. Concern with new lighting. None is proposed. Also asked about the parking area near the trail connection. For now the connection to the rail trail is not going to be done due to safety issues expressed by the neighborhood.

8:10 PM Dennis Goulart, 27 Oliver Neck Road, Parcel ID No. 120-000-033-031. A Notice of Intent for the construction of a single family dwelling including utilities and amenities in the buffer zone of White Island Pond and to acknowledge the existing seasonal dock in the resource of White Island Pond.
No public comment given.
Brooke Monroe motioned to approve the project with conditions. Approved unanimously.
Other Business:
Armen Roupenian, 59 Taylor Avenue, 046-000-088F-000. Request withdrawn – no action.
Elizabeth Sullivan gave an update on the article for the Herries property acquisition.
