MINUTES OF THE MEETING
November 24, 2008

The Plymouth Conservation Commission held its regularly scheduled meeting on Monday, November 24, 2008 at the Plymouth Town Hall, 11 Lincoln Street, Plymouth, MA 02360.  Present were Evelyn Strawn, Chairperson, Gerre Hooker, Vice-Chairman and commissioners David Foster, Brooke Monroe and Paul Withington.  The Conservation Planner, Elizabeth Sullivan and the secretary, Michelle Turner, were also present.

Christopher Brink and John Scagliarini were absent.

7:30 PM Town of Plymouth - DPW, Drew Road, Parcel ID No. 089A-000-001-000.  A Notice of Intent to provide parking for two vehicles for access to Little South Pond.  Work consists of utilizing the existing gravel area for parking, installation of signs, boulders and a gate, in the buffer zone of Little South Pond.
This project is also subject to review by Natural Heritage Endangered Species Program and MESA.
David Gould, Environmental Mgr. represented the Town and explained the project was a joint project with the State, subject to the State’s Challenge Grant conditions.  
Doug Sheehan of the Dept. of Fish and Game was also present.  Gravel parking spaces and signage will allow boating access to Great South Pond, signs will list use of property, rules and regulations for allowed activities.  CR allows for car-top boats only…no trailers.  Boating access is all that is allowed.  No gas powered motors – only trolling.  

Public Comment:
*Sheehan letter read into the record.  Mike Brophy of South Street represented the Sheehan Foundation.  Asked if Town sampled Gr. South.  Noted that only Little South was sampled at this time.
*Elizabeth Dewitt, 184 Drew Road – spoke about the increase of traffic in this area.
*Laurence Fava, 25 Rocky Pond Road – suggested boulders be placed to prevent vehicles from blocking Drew Road, also asked for a trash bin to be placed in the area.
*Paul Copozzi. 103 Watercourse Road, also concern with traffic pulling into the road.
*Dennis Dewitt, 184 Drew Road – spoke on behalf of 5 homeowners along Drew Road.  He suggested “no parking” signs placed along Drew Road.
Public Comment closed.

Gerre Hooker motioned to approve the project, with conditions.  Motion approved unanimously.

7:40 PM Town of Plymouth-DPW, Off Beaver Dam Road, Parcel ID No. 074-000-002C-000.  A Notice of Intent to conduct routine maintenance of the Great Island Pond Dam including: brush and tree removal, placement of rip rap, etc. in the buffer zone of Great Island Pond.
This project is also subject to review by Natural Heritage Endangered Species Program and MESA.
David Gould, Environmental Mgr. represented the Town and explained the maintenance project.  
No public comment.
Paul Withington motioned to approve the project with conditions.  Motion approved unanimously.

7:50 PM Town of Plymouth-DPW, Court Street, Parcel ID No. 001-000-004A-003.  A Notice of Intent to conduct routine maintenance of the Store Pond Dam including: vegetation removal, placement of rip rap, erosion repair, etc. in the buffer zone of Store Pond.
David Gould, Environmental Mgr. represented the Town and explained the maintenance project.  Work to be done this winter.
Public comment.
Charles Vandini and Enzo Monti confirmed that all of the vegetation along the shore would be removed and replaced with rip-rap.
Gerre Hooker motioned to approve the project with conditions.  Motion approved unanimously.

8:00 PM Town of Plymouth-DPW, Spring Lane, Parcel ID No. 018-000-043-000. A Notice of Intent for routine maintenance of the Jenney Pond Dam including: removal of vegetation, placement of rip rap, etc. in the buffer zone of Jenney Pond.
David Gould, Environmental Mgr. represented the Town and explained the maintenance project.  
No public comment.
David Foster motioned to approve the project with conditions.  Motion approved unanimously.

Other Business:

FIELD CHANGES:
Kerry McDonough, SE57-2333 – 180 Black Cat Road (new owner R. J. Ferioli).  New plan will reduce the size of the dwelling to accommodate a large septic system.  Gerre Hooker motioned to approve the filed change request.  Motion approved unanimously.
Donna Lee Mager, SE57-2349 – 41 Black Pond Lane.  Paul Withington motioned to approve the field change request.  Motion approved unanimously.

ORDERS OF CONDITIONS:
Town of Plymouth, SE57-2390, Drew Rd.  Gerre Hooker motioned to approve as written.  Unanimous.
Town of Plymouth, SE57-2396, Jenny Pond Dam.  Gerre Hooker motioned to approve as written.  Unanimous.
Town of Plymouth, SE57-2395, Gt. Island Pond Dam.  Gerre Hooker motioned to approve as written.  Unanimous.
Town of Plymouth, SE57-2394, Store Pond Dam.  Gerre Hooker motioned to approve as written.  Unanimous.

CERTIFICATES OF COMPLIANCE
John Nelson – SE57-2195, 189 Bay Shore Drive.  Gerre Hooker motioned to issue COC.  Unanimous.

MISCELLANEOUS:
Commissioners were given hand-out information on the Mass Riverfront Regs.
Staff will research the ponds that prohibit use of motorboats.

The meeting adjourned at 8:45 PM.
