Planning Board Meeting Minutes
October 21, 2014
1. Call to Order: The regular meeting was called to order at 7:00 PM by Chair - Karen Turino.
2. Attendance: Members present were Chair – Karen Turino, Vice Chair - Beth Damon, Herb Olsen, Rick Jackson, Stan Brett - Alternate & David Hyer - Alternate. (Absent – David McVety) *Motion for David Hyer to move up as a voting member.
3. Announcement of Quorum: Board had a quorum.
4. Approve Secretary’s Report:
A. Regular Meeting Minutes September 16, 2014 *Motion to accept minutes. RJ/HO – Unanimous.
5. Discussion & Comments from public:
A. None.
6. Residence - Based Business Applications:
A. None.
7. Shoreland Zoning Applications:
A. Lynn O’Brien, Represented by Ken Bartow; Map U06 Lot 007: (Thompson Lake) Applicant would like to replace a portion of foundation under existing cottage that is currently about 5 ft. high with a full cellar, add a stairwell addition to the south end of the existing house to give access from the main level, add a laundry room storage addition to the road side and create a screen porch out of her existing deck space.
Non-conforming structure. Not planning to raise or demolish house. The additional sq. ft. would be behind the 75 foot line. Moving it back would cause unnecessary disturbance of soil. CEO: We eliminated volume in 2009 so having a roof over deck doesn’t change anything. Ken Bartow: Current basement under the 2010 addition will remain as is and there will be no disturbance under that section of the building, but they will dig down to create a height of 90-92 inches under the main structure. There are no trees to cut. *Motion for a Site walk Wednesday, November 5th @ 1:00 PM. HO/BD – Unanimous. *Tabled until an upcoming meeting.
B. Andy Culver, Represented by Ken Bartow; Map U21 Lot 008: (Pleasant Lake) Applicant would like to replace entire non-conforming cottage on Pleasant Lake. Camp is currently located 20 feet from the lake. Lot of record is also non-conforming. Would like building torn down and replaced. Can’t comply with setbacks from the lake without conflicting with the required 50 foot setback from the road. Proposing to move the structure back as far as they possibly can. This would put the new lake setback between 58 and 62 feet. Greatest practical extent needs to be determined by Planning Board. The current lot is 147 feet deep to the road on the north and 143 feet deep to the road on the south. The current house is 35 feet deep including the covered porch and entry. CEO: The ordinance as written does
not distinquish between private or public roads. Ken Bartow is proposing to rebuild a new home no deeper than 35 ft. the same as the existing and to move it back to the 50 ft setback from the road. Ken thinks Mr. Culver would agree to turn it 90 degrees and bring it to the maximum required feet before the road setback. The distance from the lake would be 73 on the north and 69 on the south side. *Motion for a site walk Wednesday, November 5th @ 2:00 PM. HO/BD. Ken will provide a site rendering modification at site walk.*Tabled until an upcoming meeting.
8. Site Plan Applications:
A. Community of the Resurrection; Represented by Jason Potter: Map R-10 Lot 020A. Sisters of the Resurrection would like to add a new 1,000 sq. ft. attached 50 seat Chapel. *Not expecting more than 45 invited guests. Jason Potter has the supporting floor-plans tonight, but did not complete the application. PB members agree this is needed before moving on to the next step. Ron Blake, Builder: Looking for PB approval with this building project before moving forward to collect money from benefactors. CEO: Applicant can get approval from Planning Board and pull a permit when they are ready to begin construction. If the permit needs an extension the PB can grant one if they wish. If the time has expired (25 months) before construction begins, the applicant would need to go back before PB for new application.
Non-profit status discussed. There is a $250.00 Application fee. TT will bring to next BOS meeting to find out if the Town wishes to waive this fee. *Tabled until an upcoming meeting.

A. Planning Board Site Walk, O’Brien - Wednesday, November 5th at 1:00 PM
B. Planning Board Site Walk, Culver - Wednesday, November 5th at 2:00 PM.
C. Planning Board Meeting, November 18, 2014 at 7:00 PM.
11. Discussion & comments from Code Enforcement Officer:
A. Sea Plane sunk in Cobb Cove of Thompson Lake. Nothing dripping or leaking. Pontoon water logged and sunk.
12. Discussion & comments from Board:
A. All agree that a workshop is needed and certain language in the Shoreland Zoning Ordinance needs to be looked at relative to the 50 foot road setback requirement when the lot is not deep enough to also allow for the necessary setback from a lake. The workshop will be held in place of the regular December meeting unless there are items for that Agenda. If so, a second PB meeting will be scheduled for January for the workshop.
