Planning Board Meeting Minutes
January 21, 2014

1. Call to Order: The regular meeting was called to order at 7:01 PM.

2. Attendance: Members present were, Chair- Dan Peaco, Vice Chair - David McVety, Secretary -Karen Turino, Beth Damon, Herb Olsen & Alternate -Stan Brett. ~~ (Absent – Alternate - Rick Jackson)

Richard St. John – Code Enforcement Officer

3. Announcement of Quorum: Board had a quorum

4. Approve Secretary’s Report:
A. Regular Meeting Minutes December 17, 2013 *Motion to accept minutes. HO/KT – Unanimous.

5. Discussion & Comments from public:
A. None.

6. Residence Based Business Applications:
A. None

7. Shoreland Zoning Applications:
A. Sketch Plan of proposed lot split between existing cottages on Pleasant Lake. Tax Map U16 Lot 4, Presented by Surveyor Keith Morse, PLS JKL Land Surveying. The lots were created in 1913. The Whytes are present and would like to divide the lot between them and the Welchs’. They would like one lot under their own ownership instead of being a shared ownership. The privy will remain shared. Bob Whyte: From a tax payer point of view, the Town has been sending separate tax bills to both owners. HO: Is there any way you can put a common septic system in? CEO: that would require an easement from the Town. No lots have the acreage or soils to support a septic system. The town Beach is an option if Town gave an easement. Another option is if Brian Hughes gave an easement. CEO: No complaints as of yet on water issues. The Town Beach is tested every year to determine if water source has contaminants. They will never meet the min. lot size. Email submitted into public record from James Jacobson, Division of Environmental Health. The lot is grandfathered. CEO is waiting on MMA legal response. PB reviewed Shoreland Zoning E, Non- Conforming Lot # 2, Page 7. SB: Is the lot line between Welch and Atwood agreeable? Keith Morse: Currently there are no markers in place. It’s a logical best guess, they both fit within a foot and a half. We made it even on both sides of the camp. DP: Does anyone have any issues w/ lot being split? All agree they are ok with lot being split. KT & SB: Both would prefer not to approve application until after the line is settled between both parties. All agree. *Tabled until an upcoming meeting.

8. Site Plan Applications:
A. None.

9. Subdivision Application:
A. None.

10. Upcoming Dates:
A. Planning Board Meeting February 18, 2014 at 7:00 PM.

11. Discussion & comments from Code Enforcement Officer:
A.  Sunset Clause in Subdivisions: An 'expiry date' has come to the end on certain Subdivisions in town. CEO & PB agree Pleasant Lake Overlook, Poplar Ridge and Howes Subdivision fit this criteria and will review at next PB meeting. Discussion: The Registry of Deeds should be notified.  

12. Discussion & comments from Board:
A. Comprehensive Plan Maps have been provided to each PB member in color as requested. DP will discuss quality of maps at an upcoming BOS meeting.

13. Adjournment:
With no further business, the meeting was adjourned at 8:30 PM. – Unanimous.
