1. Call to order: The Public Hearing was called to order at 7:00 PM.
2. Attendance: Members present were Chairman Rick Micklon, Vice Chair Stan Brett, Dan Peaco, Maureen Howard, Mike McAllister, Recording Secretary – Alternate Shirley Hamilton & CEO, Zak Horton.
3. Quorum: Board had a quorum.
4. Opening statement and introductions: Rick Micklon, Planning Board Chairman
5. APPLICANT: Craig Higgins, R9, Lot 38. Preliminary review for a (14) lot subdivision. (Pleasant Lake Overlook) Application status: Preliminary application Voted complete & pending final vote of acceptance or denial
Mike Haskell, Engineer discussed Storm water & treatment issues. This will be addressed by DEP and Otisfield’s professional consultants. Soil scientists & site evaluator’s submittal. Discussion topics:
Buffer area is 100’
Wet areas were gifted to abutters (Blakes)
Building envelopes
Covenants on Mylar
Wants to limit impact of disturbed area. Homes will have sprinkler systems, paid for by each homeowner. RM: Made note to public about Fire Chief reviews, preliminary plans and the sprinkler system. RM explained this is not going to be a standard adoption by Planning Board, for future subdivisions. Letter from soil scientists submitted into public record.
6. PUBLIC:
Frank Blauvelt: Would like to know the road width? Craig: 16 feet wide, 2 feet on each side of road for loop area. The two-way is 20 feet, plus shoulders. Discussion on signs posted: Emergency vehicles can go against the flow of one-way road. Public question: Is the water supply supplied by homeowner? Yes. Bob Blake stated he is pleased w/ the work of the subdivision. Craig: DEP wants preliminary approval, before storm water quality study can begin. Mike stated quality, peak flow was a factor, now DEP wants to lower time.
