Continue discussion of Wireless Telecommunications Facility Siting Ordinance revision.
Our prime task for this session will be to complete our review from where we left off at the beginning of Section 8 Issuance of Building Permit all the way through to the end of Section 14.2 Severability.
Next is Section 15 Definitions. We should decide how to conclude this final section. In an email (10/14/2014) to the Committee I included electronic files of: A) Town of Otisfield officially approved definitions; B) a file of the definitions appearing in the current Otisfield ordinance; and C) a file that I culled from the official list that we might consider for our new ordinance. We ought to at least figure out how we will proceed with the definitions.
If time permits this evening and in following meetings, we can go back to issues that may need more clarification. These issues include: Noise, Notification of abutters, Co-location (horizontal as well as vertical), Camoflage, etc.
We will re-visit Section 7.2 K. Noise.
We will re-visit Section 6.5 Notice of Complete Application to accept language in the fourth paragraph . . . “If the application is deemed to be complete, and requires Planning Board review, the Planning Board shall ensure that all abutters within one thousand (1000) feet from the perimeter of property leased for the proposed tower site shall be notified by first-class mail that an application has been accepted”.
If the above language is accepted, we must re-visit Section 6.7 Approval A.) in the second paragraph . . .”The CEO shall notify all abutters within one thousand (1000) feet of the proposed tower site of the decision to issue a permit under this section.”
