A. Heniger Park Reassessment Committee Minutes from November 21, 2013. *Approved December 4, 2013@ BOS Mtg. TT Posted Minutes on web.
NOTE: All minutes will be read and approved at the following BOS mtg.
5. NEW BUSINESS:
A. With assistance from Annie, HF provided a timeline of Heniger Park History. HF asked all to review to see what needed to be added/changed. He expressed this is just a starting point. LA: HP is the most valuable asset this town has and because of the audience participation we did what was best for the renters in Heniger Park. We agreed to give them extensions. What sense does it make for the town of Otisfield to give this away to HP residents so they can sell it? We received a border line threatening letter from renters in there. The article in the newspaper about people losing their vacation homes caused uproar in Town. Many people in town have lost their long term houses not there vacation homes. It needs to be relooked at. I’m not sure that we need to renew the leases and if we do I believe that we should get
some funds up front. Follow on discussions we aimed at clairfying the LA position.
Questions by the public included:
Do the BOS have the power to make a change on the 2 beach lots to divide them up and add them to the back lots? Answer: - Nothing can be changed until the lease is up and use thereafter will be determined in any new lease.
Are the beaches open to the public as we maintain the beaches? Answer: - HF: According to the BOS mtg June 1, 1968, townspeople are not permitted to use the beaches. LA: we used town money to update the beach therefore public is allowed to use the beach. RM: I feel 30 years of non use would be enough to say no public should be allowed to use it.
With whatever passes in 2015, could a different board in 2019 throw everything out the door? Answer: – Yes that is true
Participation by the public provides a balance necessary and insight into current resident concerns. However, committee efforts are limited during these exchanges which often occupy more than half of the committee meetings.
Therefore the next meeting will be scheduled as a work session. The public is still encouraged to attend but there will be no audience participation.
