1. CALL TO ORDER: The meeting was called to order at 7:01 PM.
2. PRESENT: Hal Ferguson, Rick Micklon, Lenny Adler, Anne Pastore, Judy Hall, Craig Turner, Karen Turino, Secretary – Tanya Taft (Absent Marianne Izzo-Morin & Kyle Jordan)

3. SECRETARY’S REPORT:
A. Heniger Park Reassessment Committee Workshop Minutes from February 20, 2014

4. QUESTIONS/COMMENTS FROM THE PUBLIC:
PUBLIC: Did you get any information from the Attorneys?
HF: Yes, and we will discuss that next.
PUBLIC: When was the last time land was assessed?
LA: The value of the lease was determined, but it was not a reassessment in 1991.
5. NEW BUSINESS:
HF: DRAFT timeline of events with Committee member comments submitted into public record. TT will mark draft and post on website.
HF contacted Geoffrey Hole after last mtg and he was advised to contact Real Estate Appraiser out of Augusta, Daniel J. Dwyer. The purpose of the appraisal
service was to assist in development of a ground rental rate to be applied to both waterfront and back lots within Heniger Park on Pleasant Lake. The Appraiser didn’t
think it was necessary to walk the property. *Documentation submitted into public record.
LA: Does not agree w/ report and would like to find out where he gets his % rates from. If you had the cash to pay for it, you would make more money in a CD. If we
considered his figures, we would have to charge everyone in town this amount. Rest of town people on pleasant lake are paying a lot more then what is being asked of these
people. All agree this is vague and not aware of where calculating rate came from.
HF/LA, We would not support anything less then what the neighbors are paying. HF: I cannot support any multiplier less that the assessed value. RM: it is our job to come up w/ something that will be ok w/ Town people. RM: suggests
we have a conference call with Daniel J. Dwyer. All agree that whatever is agreed on, will need to go before Town Attorney.
KT: I liked what we had all agreed to originally. It seemed fair. JH: Agrees w/ original plan as well.
LA: bottom line is we have an obligation to the Town.
Action item: HF to set up a conference call with Dwyer Associates to answer the questions we had tonight.
PUBLIC: So the final analysis is that is more data to suggest that multiplying the lots is unjust.
HF: The Assessed Value is higher then what he used.
PUBLIC: Ground Lease is what is currently used, are you totally committed to that kind of lease or are you open to other? Tax lease is another example:
LA: You are paying a tax on the value of the building. Full sale value of land, not an assessed value.
HF: If someone proposed a different kind of lease and attorney said yes, we would consider it.
PUBLIC: If BOS change positions and new board comes in, can they change this?
BOS: Yes, it is possible that it could be changed by the next current BOS or when your lease expires terms could be modified.
PUBLIC: Do you believe things are going to go up?
BOS: All agree, that does seem to be the trend?
PUBLIC: because things are subject to change, each lease is going to be an individual situation.
BOARD: it could be, but not necessarily. Everyone’s lease may be the same.
PUBLIC: if lease is up in 2017, if in 2015, would we consider through 2040. And I sell they take over what I have?
BOARD: yes that is correct….the first 5 years may be pretty safe. RM: if we are tying it to mil rate, we are trying to keep it consistent w/ Mill Rate. I believe they will realize
this board and committee did their due diligence. Running the town stays consistent. State, County and school based stay the same. Can’t imagine a BOS changing this,
knowing the work this committee / board has put into it.
PUBLIC: longer leases what about consideration, for shorter leases?
RM: That may happen. We are not discounting that consideration.
HF: That’s why we came up w/ 2040, based on current scenario; they will all get the same deal as far as lease length . You don't need to wait until your last lease expires to renew it under whatever is determined to be the "new" land lease determination. A 2016 expiring lease could be renewed in 2015 as could any other.
PUBLIC: What is going on with lot 4, is it still a test run?
BOARD: It will be the same terms as who expires in 2015 and we will see what happens. After town meeting it can be looked at. Town mtg is just a straw vote to see what
the people want. HF: our goal is to lease it as soon as practical after the town meeting.
PUBLIC: Are you still planning to have CEO come down and look at properties?
BOARD: Environmental impact will be looked at and from map and lot perspective who has septic systems, etc. It may be a private consultant hired to make sure everything
is as it should be.

A. Heniger Park Reassessment Committee meeting, Tuesday, April 8, 2014 @ 7:00 PM. if BOS do not hear back from Real Estate Appraiser by then, it will be scheduled for May 1st @ 7:00 PM
B. Informational Meeting: May 15th @ 7:00 PM – Community Hall
8. ADJOURNMENT: *Motion to adjourn @ 8:50 PM.
ACTION ITEMS:
BOS will have a conference call with Mr. Daniel J. Dwyer/ Real Estate Appraiser - Consultant.
