Board of Selectmen Meeting Minutes
March 18, 2015
- CALL TO ORDER: The regular meeting was called to order at 7 PM. by Hal Ferguson-Chairman, Rick Micklon & Lenny Adler were present.
- FLAG SALUTE: Audience and Board members saluted the flag
- ACTION ON MINUTES:
- Meeting minutes from March 4, 2015.* Motion to accept minutes. LA/RM Unanimous
- Special Board of Selectmen meeting minutes from March 11, 2015.*Motion to accepts minutes. HF/LA Unanimous.
- Town of Otisfield Selectmen meeting with AVCOG minutes from March 12, 2015.*Motion to accept minutes. LA/RM Unanimous
- COMMITTEE REPORTS:
- Road Committee: David Hyer handed out Capital Financial Plan and Road Committee Proposal, Proposed articles for the Town Meeting Warrant for June 2015 Town Meeting. The Capital Financial Plan is a 5 year time line for the work on roads to be done. The Proposed Articles for 2015 Town Meeting Warrant has two proposals. One appropriated from taxes and the other a bond issue. The Road Committee plans to present the plans and the proposals at The Public Hearing on April 23, 2015. This way the committee can answer any question that the public may have. The Selectmen thank the Road Committee for the work that they are doing.
- Employee Handbook Committee: Karen Turino gave update. Tanya is working with the committee to have the descriptions in the right format.
- Outreach Committee: Elaine Doble-Verrill spoke about the acoustics in the Community Hall. Could banners be put up to help? Selectmen said the State Fire Marshal has to be contacted about this question. BOS ask that it be temporarily be tabled until other Community Hall issues are resolved.
- DEPARTMENT HEAD:
- QUESTIONS/COMMENTS FROM THE PUBLIC:
- Summer Program- Elaine Doble-Verrill would like to see that the summer program be at the same time as swimming lessons at the beach again this year. The lessons are for 2 weeks of August 3 thru August 14. New for this year: a two week session at the Community Hall for the children with lunch and activities, RM suggested do it for 3 days a week at the Community Hall. This would be covered under town insurance as a town sponsored program. Elaine stated that High School student may help because they need community service hours as part of the graduation requirement.
- David Hyer made a suggestion to the Selectmen for proposal for capital projects planning. This would be a committee that’s responsible for the researching the future capital needs of the town. David feels this would be a good thing for the taxpayer to know what upcoming funds are needed. David said it is on the Powal Maine website, but doesn’t know how it works in that town.
- Herb Olsen: When will the leases in Heniger Park start paying? HF: Any who sign now would go into effect July 1, 2015. There are 15 leases expiring in 2016 they have the option to get a 25 year lease or 99 year lease.
- Herb Olsen: Why is there no dry hydrant in Heniger Park? Selectmen feel that a dry hydrant could be put in Heniger Park. That is something the Selectmen and the Fire Chief would need to look into.
- ADMINISTRATIVE ASSISTANT ITEMS:
- S.A.D. 17 Superintendent will be at April 1, 2015 Selectmen’s Meeting. HF asked Ann if Tom Moore and Joseph Vailliancourt, town school board members were invited. Yes they were invited.
- ADJUSTMENT TO AGENDA:
- None
- UNFINISHED BUSINESS:
- Selectmen signed the tax abatement decision letter and asked Ann to put in the mail.
- SELECTMEN’S ITEMS TO BE DISCUSSED & VOTED ON:
- Town Warrant: *Motion to sign Warrant #17 to pay the town bills. LA/RM Unanimous.
- Community Hall fees: A policy will be developed on at a Selectmen’s workshop.
- QUESTIONS OR COMMENTS FROM THE BOARD:
- Emergency Lights were installed at Spurr Corner Fire Barn at a cost of $150.00
- Donald Mixer will be working at the Transfer Station when needed.
- RM asked if Eric Moore was up to date on his training. When does the Transfer Station get inspected by the state? Ann will check.
- HF gave an update of the meeting with John Maloney from AVCOG. RE: The Otisfield Wireless Telecommunication Facilities Ordinance
- Chat with Selectmen in March is Lenny Adler.
- ADJOURNMENT: *Motion to adjourn at 8:35 PM. HF/LA Unanimous.
