Board of Selectmen Meeting Minutes
March 6, 2013
1. CALL TO ORDER: The regular meeting was called to order at 7:00 PM. Hal Ferguson – Chairman, Rick Micklon & Lenny Adler present.
2. FLAG SALUTE:
Audience and Board members saluted the flag.
3. ACTION ON MINUTES:
A. Meeting minutes from February 20, 2013. *Motion to accept minutes. RM /LA – Unanimous.
4. SPECIAL EVENTS

7. QUESTIONS/COMMENTS FROM THE PUBLIC.
A. Herb Olsen: How is it the Town coming w/ the Cell Tower? HF: Still in the hands of the court. Judge is going to have a conference w/ the Attorneys next Monday. Court has ruled that it will not allow the entity “Friends of Scribner Hill” to proceed and has dismissed them “with prejudice”. Court will only allow hearing from: John Potto, Kristen Roy, Jim Gregory and Joe Brown.
8. ADMINISTRATIVE ASSISTANT ITEMS
A. Legislative Hearing updates: March 13th @1:00 PM, education and cultural affairs, limits subsidies for education: Senator Hamper, sponsor. March 13th @ 10:00 AM - L3D67 Homestead Exemption.
B. SAD 17 Fuel Oil: When the school district locked in its fuel oil price for SAD 17 with C.N. Brown, MIM wondered why she hadn’t heard about it. Mr. Colpits didn’t realize it was supposed to go out to the towns. MIM Locked Otisfield in at $3.312, and put it in a total of 8,500 gallons. Discussion: RM spoke with Murray oil in Turner and asked that we consider it, in the future, re Otisfield.
9. ADJUSTMENTS TO AGENDA
A. None.
10. UNFINISHED BUSINESS
A. Municipal Garage update: RM:
1) A two (2) line phone system is currently in place. Phone numbers have been given and the ringer and phone light flasher have been installed. The light is going to be relocated. Richard Jr. feels that (2) handsets are fine. The crew likes the loud ringer. RM asked that MIM order fax machine/copier from Staples. The secondary line will be private number and the main line will be posted. Flanders put in the truck heater outlets.
2) Garage door openers: RM: Building Solutions called the installer, said he could reverse it, but would like town to sign disclosure that he is not held responsible. Photo cells are for safety. BOS agree to order with safety sensors.
3) Compressors: LA: The compressors have been ordered and are being shipped from the factory.
B. Community Hall Heaters: RM: If the furnace goes out or temperature drops below 45 degrees, we have electric heaters as a backup for all the bathrooms.
11. SELECTMEN’S ITEMS TO BE DISCUSSED & VOTED ON
A. Town Warrant: *Motion to sign Warrant #16 to pay the town bills. HF/RM - Unanimous.
12. QUESTIONS OR COMMENTS FROM THE BOARD
A. Roads Posting: LA spoke to Richard Bean Jr. about posting the roads. It was done as of yesterday. MIM has put a call into Richard Bean about the exact requirements to be placed on the signs.
B. Crooked River Watershed Grant: RM: A prior BOS meeting that the Cumberland County Soil & Water Conservation District came and discussed DEP grant; has some new information. That grant has been approved by DEP. Crooked River is identified as “at risk”. Emails are flowing from Heather True and Betty Williams (CCSWCD). Otisfield and Norway are two of the fully funded towns that were approved. RM will work with them and ask that Road Commissioner Richard Bean join them in the next field inspection / site walk, as the sites identified are all on town roads (Jessie Mills, Tamworth, Oak Hill and West Andrew Hill).
